Motion ]X[ <br /> Second <br /> Ayes X] .X,X.X,X, <br /> Not Voting X: <br /> <br /> PUBLIC HEARINGS BEFORE THE CITY COUNCIL AT 3:00 P.M. <br /> <br /> FLOODPLAIN MANAGEMENT ORDINANCE FOR NATIONAL FLOOD INSURANCE PROGRAM - ORDINANCE <br /> INTRODUCED <br />~3:00 P.M.--Hearing was called on the proposal of the City of Riverside to establish <br />~standard8 and procedures for implementins the National Flood Insurance Program in <br />~regard to the regulation of flood hazard areas. As heretofore directed by the City <br />~Council, the minutes of the City PlanninS Commission and the Environmental Protection <br />~Gor~nission pertainin~ to this case are on file and are a part of the evidence submitted <br />'at this hearing, whether or not any portion thereof is read or discussed. The communi- <br />~cation from the City Planning Commission stated that the Commission, By a vote of <br />~ ayes to 0 noes, approved the PlanninS Department staff's recommendation that the <br />~City Council adopt the appropriate ordinance as indicated in their minutes. The <br />~communication from the Environmental Protection Commission advised that the Commission, <br />~by a vote of 8 ayes to 0 noes, determined that the proposed ordinance implementins the <br />~National Flood Insurance ProSram with reSard to the regulation of flood hazard areas <br />~would not have a significant adverse environmental effect. A written report was <br />~submitted from the City Manager and the Planning Director, concurred in by the Public <br />~Works Director, reconmendinS that the City Council (1) concur with the reco~nendation <br />]of the Environmental Protection Gommission that adoption of the proposed ordinance <br /> ] p menring the National Flood Insurance Program in Riverside will not have a siSnifi- <br /> im le <br />ca adverse effect on the environment; and (2) concur with the reco~endation of the <br />,C~ty Planning Commission and adopt the ordinance attached to the report. The PlanninS <br />~Director recommended that the provisions of the ordinance become operative 3anuary 6, <br />~1983. No one was present wishin~ to speak on the matter. No ~rit~en protests were <br /> ipresented. The hearing was officially closed. It was determined that adoption of the <br /> ~proposed ordinance implementing the National Flood Insurance ProMram in Riverside <br /> ,would not have a significant adverse environmental effect~ and an ordinance entitled, <br /> ~"An Ordinance of the City of Riverside, California, ReEulating Flood Hazard Areas and Motion ]X~ <br /> ImplementinE the National Flood Insurance Program," was presented and introduced, with Second ]X~ <br /> ,the addition of a section specifyinM that the operative date shall be 3anuary 6, 1983. All Ayes <br /> ~Mayor Brown entered at this time, assumed the Chair and presided. <br /> <br /> ]ZONING CASE C-2-823 - 4975 VAN BUREN BOULEVARD - APPEAL - APPROVED IN PART <br /> ~3:00 P.M.--Hearin~ was called on the appeal of Bill Jhawar of certain of the condition8 <br /> ~of the City Planning Co~ission in approving his request for a conditional use permit <br /> ~to establish, operate and maintain a mini-market in conjunction with an existing <br /> ~Easoline service station previously established without a conditional use permit on <br /> ~property situated on the northeasterly corner of Van Buren Boulevard and Colorado <br /> :Avenue, located at 4975 Van Buren Boulevard, in Zones C-4-D, tentatively approved for <br /> ~Zone C-3, Zoning Case C-2-823. As heretofore directed by the City Council, the minutes <br /> ~of the City Planning Commission pertaining to this case are on file and are a part of <br /> :the evidence submitted at this hearing, whether or not any portion thereof is read or <br /> ~discussed.
