Myron Riley, Jr., of Faith Baptist Church. <br /> <br />The Pledge of Allegiance was given to the Flag. <br /> <br />MINUTES <br />The Minutes of the Meetings of October 1 and 5, 1982, were approved as submitted. <br /> <br />The Chair recognized the presence in the audience of Mike Harding representing the <br />Riverside Chamber of Commerce and John Guthrie representing the Arlington Chamber of <br />~ Commerce. <br /> <br />i ' W <br />,Council oman Frizzel entered at this time. <br /> <br />~CONSENT CALENDAR <br />~The following items were approved by one motion affirming the actions appropriate to <br />~those items listed on the Consent Calendar and as submitted to the City Council for <br />~conslderatlon, with the exception of Case PMW-lO-823, the Vincent Price Museum exhibi- <br />~tion and the refuse collection contract with Cyr's Disposal, all of which were removed <br />'to the Discussion Calendar. <br /> <br />~ENVIRONMENTAL PROTECTION COMMISSION <br /> <br />~CASE EPC-8-823 - PROPOSED GRADING PLAN - PARCEL MAP 18509 <br />~A communication was presented from the Environmental Protection Commission advising <br />'that, on September 15, 1982, the Commission, by a vote of 7 ayes to 0 noes, determined <br />that the proposed grading plan for Parcel Map 18509, a division of approximately one <br />acre of land into three lots, located southwesterly of Bolton and Alcazar Avenues in <br />Zone R-1-65 would not have a significant adverse environmental effect, providing <br />certain mitigating measures are met, Case EPC-8-823. The Commission finding was <br />upheld by the City Council. <br /> <br />PLANNING DEPARTMENT <br /> <br />~TWO-YEAR TIME EXTENSION ON CONDITIONS OF APPROVAL - ZONING CASE R-28-790 <br />~A communication was presented from William J. McKeever requesting a two-year time <br />~extension to November 6, 1983, retroactive to November 6, 1981, in which to complete <br />~the conditions of approval under Zoning Case R-28-790, relating to approximately <br />, <br />'18 <br />, acres of land situated on the southwesterly side of the Escondido Freeway between <br />'Box Springs Boulevard and the Atchison, Topeka and Santa Fe Railroad line, being in <br />, <br />~the 5800 and 5900. blocks of Box Springs Boulevard. Petition for a zone change was <br />~granted on November 6, 1979, and this is the first request for a time extension. The <br />~two-year time extension was granted to November 6, 1983, as requested. <br />| <br />~PUBLIC WORKS DEPARTMENT <br /> <br />:TIME EXTENSION REQUEST - TRACT 9200-1 <br />~A Time Extension Request was presented from Stephen J. Scarborough of Standard-Pacific <br />~Corp. requesting a t2-month extension of time to complete the off-site improvements <br />,required for Tract 9200-1, located at Fox and Saratoga Streets; together with a Memo <br />,from the Public Works Department advising that this tract was adopted on April 7, <br />~1981, and this is the second request for a time extension. Off-site construction is <br />~partially complete; but none of the on-site construction has been completed. The <br />[Department has on file bonds and agreement in a sufficient amount to cover the installa- <br />~tion of all required off-site improvements; and recommends that the City Council grant <br />~a 12-month time extension to September 17, 1983, retroactive to September 17, 1982; <br />~whereupon, the recommendation was approved. <br /> <br />~VAN BUREN BOULEVARD ASSESSMENT DISTRICT - RESOLUTIONS - SETTING PUBLIC HEARING <br />~A written report was submitted from the City Manager and Public Works Director, <br />~concurred in by Assistant City Attorney Purvis, presenting the Investigation Report of <br />~the City Engineer on the proposed Van Buren Boulevard Assessment District, pursuant to <br /> <br />Present ~X',X'. <br /> <br />Motion <br />Second <br />All Ayes <br /> <br />biotion <br />Second <br />All Ayes <br /> <br />68-127 <br /> <br /> <br />
