<br />PUBLIC HEARING BEFORE THE CITY COUNCIL AT 3:00 P.M.
<br />
<br />,A}~NDMENT TO THE LAND USE ELEMENT OF THE GENERAL PLAN AND THE DOWNTOWN PLAN - CASE
<br />GP-11-823 - GENERALLY BOUNDED BY HOUGHTON, SOUTHERN PACIFIC RAILROAD, SANTA FE
<br />,RAILROAD, TEQUESQUITE ARROYO AND SANTA ANA RIVER
<br />3:00 P.M.--Hearing was called on the proposal of the City of Riverside to amend the
<br />~Land Use Element of the City of Riverside General Plan and the Downtown Plan by adding
<br />~policies and implementing actions for the preservation of older structures and neigh-
<br />~borhoods in the area generally bounded by Houghton Avenue and the abandoned Southern
<br />~Pecific Railroad on the north, the Santa Fe Railroad on the east, the Tequesquite
<br />~Arroyo on the south and the Santa Aria River on the west, Case GP-ii-823. Recommended
<br />:policies, guidelines and implementing actions and programs are contained in the docu-
<br />~ments entitled Restoration Riverside: A Plan for Downtown Historic Districts and
<br />~Restoration Riverside: Downtown Rehabilitation and Design Guidelines. As heretofore
<br />~directed by the City Council, the minutes of the City Planning Commission and the
<br />]Environmental Protection Commission pertaining to this case are on file and are a part
<br />:of the evidence submitted at this hearing, whether or not any portion thereof is read
<br />:or discussed. The communication from the City Planning Commission stated that the
<br />~Commission, by a vote of 6 ayes to 3 noes, approved the proposed amendment. The
<br />]con~nunication from the Environmental Protection Commission advised that the Commission,
<br />:by a vote of 5 ayes to 4 noes, determined that the amendment would not have a signifi-
<br />~cant adverse environmental effect. The Planning Director presented a written report
<br />~containing departmental recommendations, and introduced Jill Brown Sterrett, represent-
<br />~ing Donald A. Cotton Associates, the consultants who prepared the above-referenced
<br />~docnments. Ms. Sterre~t, Jim Wilson of 30th Street Architects, and Hal Thomas and
<br />~Kathleen Leg of Heritage Orange County, Inc., briefly described the report presented
<br />:and answered questions from the audience and the City Council. Richard Frick and Dave
<br />~McNiel, co-chairmen of the Citizens Advisory Conmmitte~ and others present spoke in
<br />~support of the proposed amendment and the establishment of historic districts. Written
<br />~and oral protests were presented and considered. Principal Planner Whyld and As-
<br />~sistant City Attorney Turney answered questions from the City Council. Following
<br />:discussion, the hearing was officially closed. The City Council (1) concurred with
<br />:the recon~nendation of the Environmental Protection Commission that the recommended
<br />policies contained in the Downtown Historic Preservation Study (Case GP-11-823) will
<br />inot have a significant adverse effect on the environment and determined that a Negative
<br />~Declaration be adopted; (2) approved the amendment to the Land Use Element of the
<br />iGeneral Plan and the Downtown Plan by incorporating the three policies outlined on
<br />pages 60 through 62 of the report entitled, Restoration Riverside: A Plan for
<br />Downtown Historic Districts, October, 1982; (3) referred the question of implementation
<br />,to the City Council Utility Services/Land Use/Energy Development Committee, who will
<br />meet with interested individuals and representatives of interested organizations; and
<br />(4) Tequested the Committee not to begin its deliberations until the Urban Land Insti-
<br />tute study is completed--all with the clear understanding that the City Council is
<br />adopting policies at this time, and not historic districts; and the Legal Department
<br />was requested to prepare the necessary resolutions for adoption within 30 days.

<br />FAIP~IOUNT BUSINESS PARK ASSESSMENT DISTRICT - RESOLUTION
<br />A cormnunication was presented from Assistant City Attorney Purvis advising that John E.
<br />Brown of Best, Best & Krieger, bond counsel for the Fairmount Business Park Assessment
<br />~District, has recommended adoption of a resolution providing for the issuance of 20-
<br />~year bonds, and repealing the earlier resolution of intention. The recommendation was
<br />~approved; and Resolution No. 14984 of the City Council of the City of Riverside,
