<br />The Minutes of the Meeting of Januar~ 4, 1983, were approved as submitted; with the
<br />addition =o the item on Page 68-228 relating co pro-release facilities chat the general
<br />issue of pro-release facilities be referred Co the City Council Land Use Committee for
<br />discussion.
<br />
<br />The Chalr recognized the presence in the audlence of Chuck Gebharc representing the
<br />'Riverside Chamber of Com2erce, Tony Grtssom representing the Arlington Chamber of
<br />Commerce and Steve Parker representing the La Sierra Chamber of Conmarco.
<br />
<br />Councilman Digart introduced Shaun Railsback and Chris LoSer from the Social Studies
<br />class at SO. Thomas School.

<br />CONSENT CALENDAR
<br />The following items were approved by one motion afftrn~ng the actions appropriate co
<br />those items listed on the Consent Calendar and as submitted co the City Council for
<br />consideration with the exception of [he year-end report on Falcon/U.S. Cable TV of
<br />Riverside, which was removed Co the Discussion Calendar.

<br />IA connnunicacion was presented from the City Planning Comndssion advising chat, on
<br />~December 23, 1982, the Commission, by a vote of 8 ayes to O noes, approved the request
<br />~of C. and P. Weir, Case COC-7-823, for a certificate of compliance to legalize a
<br />~which ha~ substandard area and requires site development variances for the existing
<br />single-famil dwelling and accessory building, and for a proposed room addition~ on
<br />~propercy situated on the northerly side of Grace Street southwesterly of Dufferin
<br />~Avenue, located ac 2223 Grace Street, in Zone RA-5. Ic was determined chat the City
<br />%Council would not sac the matter for public hearing.

<br />December 23, 1982, the Commission, by a vote of 8 ayes Co 0 noes, approved the request
<br />of Bethel Chapel Corporation, Zoning Case C-25-790, for a conditional use perudt to
<br />utilize a gara8e and dwellin~ on an adjacent loc for additional classroom space for
<br />the church located in :he 8000 block of California Avenue, situated on :he northwest-
<br />erly side of California Avenue between St. Paul Place and So. George Place, in Zone
<br />R-1-65. It was determined that the CiE7 Council would not set the matter for public
<br />hearing.

<br />A communication was presented from the Environmental Protection Commission advisin~
<br />Ithat, on December 15, 1982, the Commission, by a vote of 8 ayes Co 0 noes, determined
<br />~=haC the proposed gradin~ plan for Tentative Tract 9056, a proposed division of
<br />~35.6 acres into 37 sin~le-family residential lots situated northwesterly of Grameroy
<br />JPlace and Golden Avenue in Zones RC and R-i-80, would noc have a si~nificant adverse
<br />Jenvirorunencal effect, subject :o certain miti~a[in~ measures, Case EPC-32-801
<br />(Revised). The Commission's finding was upheld by the City Council.
