<br />The Chair recognized the presence in the audience of Tom Miller representing the
<br />Riverside Chamber of Commerce, Keith Watson representing the Arlington Chamber of
<br />Commerce and Dennis Johnson representing the La Sierra Chamber of Commerce.

<br />CONSENT CALENDAR
<br />The following items were approved by one motion affirming the actions appropriate to
<br />those items listed on the Consent Calendar and as submitted to the City Council for
<br />consideration, with the exception of Zoning Case V-78-823, Time Extension Request for
<br />Tract 9790, recommended bid rejection for tree trimming, renewal of helicopter liabil-
<br />ity insurance, consultant review of Water Cost-of-Service Study, pro-release facility
<br />at Third and Orange Streets, and resignation from the Sycamore Canyon Specific'Plan
<br />Citizens Advisory Committee, all of which were removed to the Discussion Calendar.

<br /> CASE VAC-20-778 - PUBLIC RIGHT-OF-WAY AND ACCESS TO PORTION OF ANNA STREET
<br />;A conununication was presented from the City Planning Commission aavising that, on
<br />December 9, 1982, the Commission, by a vote of 7 ayes to 0 noes, approved subject to
<br />'conditions the proposed vacation of the public right-of-way and access to that portion
<br />;of Anna Street located between Victoria Avenue and Hawarden Drive, Case VAC-20-778.
<br />The Public Works Department was requested to furnish the necessary legal description
<br />,required in connection with the proposed vacation, and the City Attorney was authorized
<br />,to prepare the appropriate resolution for City Council consideration to set the matter
<br />ifor public hearing.

<br />~ZONING CASE PRD-6-823 - CITIZENS REALTY AND DEVELOPMENT COMPANY, ET AL. - NORTHEAST
<br />~CORNER ARLINGTON AND CREST
<br />XA comunication was presented from the City Planning Commission advising that, on
<br />~December 9, 1982, the Commission, by a vote of 8 ayes to 0 noes, approved subject to
<br />iconditions the proposed planned residential development of Citizens Realty and Develop-
<br />ment Company, etal., Zoning Case PRD-6-a23, to establish a 93-unit one-story condomin-~
<br />,ium project consisting of one- and two-bedroom units with private and co-~,on open
<br />space, recreational areas and off-street parking on 7.6 acres of undeveloped land,
<br />situated on the northeast corner of Arlington and Crest Avenues, in Zone R-3; and
<br />determined that the proposal would not have a significant adverse environmental effect.
<br />It was determined that the City Council would not set the matter for public hearing.

<br /> ZONING CASE C-11-823 - G. RYSKAMP, ET AL. - 6608 PALM AVENUE
<br />A communication was presented from the City Planning Corm~ission advising that, on
<br />December 9, 1982, the Commission, by a vote of 7 ayes to 0 noes, approved subject to
<br />conditions the request of G. Ryskamp, et al., Zoning Case C-11-823, for a conditional
<br />'use permit to establish office uses within a residential structure designated by the
<br />Cultural Heritage Board as a Structure of Merit on property situated on the southeast
<br />corner of Central and Palm Avenues, located at 6608 Palm Avenue, in Zone R-1-65; and
<br />determined that the proposal would not have a significant adverse environmental effect.
<br />~It was determined that the City Council would not set the matter for public hearing.

<br />~ZONING CASE C-12-823 - PIONEER TAK~ OUT CORP. - ELY. SIDE CHICAGO SLY. OF UNIVERSITY
<br />~A communication was presented from the City Planning Commission advising that, on
<br />~December 9, 1982, the Commission, by a vote of 7 ayes to 0 noes, approved subject to
<br />,condlt~ons the request of Pioneer Take Out Corporation, Zoning Case C-12-823, for a
<br />.cond~txonal use permit to establish, operate and maintain a fast food restaurant
<br />~without drive through lanes, within an existing shopping center (Zody's) located on
<br />,the easterly side of Chicago Avenue southerly of University Avenue, in Zone C-2; and
