W A T E R E N E R G Y I <br />id& <br />PUBLIC UTILITIES <br />BOARD OF PUBLIC UTILITIES <br />RIVERSIDE PUBLIC UTILITIES <br />Board Memorandum <br />DATE: JUNE 27, 2016 <br />ITEM NO: 4 <br />SUBJECT: APPROVAL OF AWARD OF A PURCHASE ORDER TO STOTZ EQUIPMENT OF <br />MONTCLAIR, CALIFORNIA, FOR A CABLE IN CONDUIT CABLE REMOVER AND <br />TRAILER, BID RPU -7391, FOR $156,717.72 <br />ISSUE: <br />The issue for Board of Public Utilities consideration is approval of the award of a purchase order to the <br />lowest responsive and responsible bidder, Stotz Equipment, for a Cable in Conduit Cable Remover and <br />Generator. <br />RECOMMENDATION: <br />That the Board of Public Utilities approve the award of a Purchase Order for $156,717.72 to Stotz <br />Equipment of Montclair, California, for a Cable in Conduit Cable Remover and Trailer. <br />BACKGROUND: <br />Riverside Public Utilities (RPU) operates approximately 296 miles of Cable in Conduit (CIC) cable. Cable <br />failures are the source of lengthy outages affecting our customers. Removing faulted or aging cable from <br />a buried underground residential distribution system is crucial to RPU's operations. Currently, when a <br />faulted cable is stuck underground, digging or trenching is the preferred method to remove it. However, <br />the result is costlier repairs to damaged private property, streets, and sidewalks, as well as partially blocked <br />roadways, which often lead to traffic back -ups. In the end, digging or trenching hampers our goal to restore <br />power quickly to RPU customers. <br />Southern California Edison owns a CIC Cable Remover and uses it to great benefit. Not only has it proven <br />to work well for them, it has been cost effective, reducing on- the -job hours. More importantly, it has <br />enabled them to restore service to their customers in a timelier manner. <br />A CIC Cable Remover is specialized equipment that performs the task of removing underground cable <br />quickly, and with much less disruption or damage to city streets, sidewalks, and privately owned property. <br />It eliminates excessive digging or trenching to remove stuck conductors or broken cables. This capability <br />will save RPU time, and reduce costs when replacing cable. <br />CIC Cable Remover and Extractor <br />Trailer <br />
