<br />~PUBLIC HEARINGS BEFORE THE CITY COUNCIL AT 3:00 P.M.
<br />
<br />;ISSUANCE OF MULTIFAMILY HOUSING REVENUE BONDS - OAK RIDGE LIMITED - RESOLUTION
<br />~3:00 P.M.--Hearing was called to consider information concerning the possible issuance
<br />~of multifamily housing revenue bonds which, if any are issued, will be in a maximum
<br />iaggregate principal amount not to exceed $5 million, with the proceeds from the sale
<br />,of the bonds intended to be used to provide financing for the construction or develop-
<br />~ment of a llO-unit multifamily rental housing project to be owned by Oak Ridge Limited,
<br />~a California limited partnership, proposed to be located on a parcel of land of approx-
<br />~imately 3.5 acres at the southeast corner of California Avenue and Jefferson Street in
<br />the City of Riverside. At least 20 percent of the rental units in the project financed
<br />with bond proceeds will be required to be rented to low- or moderate-income individuals
<br />or families as defined in Internal Revenue Code Section 103(b)(12)(C). A written
<br />report was submitted from the City Manager and the Assistant to City Manager recommend-
<br />ing that the City Council (1) approve the bond sale as proposed; and (2) adopt the
<br />resolution attached to the report approving the bond documents and authorizing issu-
<br />ance, sale and delivery of the bonds. The Assistant to City Manager answered ques-
<br />tions from the City Council. No one was present wishing to speak on the matter. No
<br />written protests were presented. The public hearing was officially closed. The
<br />recommendations were approved as presented; and Resolution No. 15375 of the City
<br />Council of the City of Riverside, California, Approving Documents for the Issuance of
<br />Multifamily Rental Housing Revenue Bonds (Oak Ridge Limited Project), was presented;
<br />and the title having been read, and further reading waived by the unanimous consent of
<br />Councilmembers present, was adopted.

<br />SECURE LIMOUSINE - APPLICATION FOR AUTO FOR HIRE PERMIT - GRANTED - RESOLUTION
<br />~3:00 P.M.--Hearing was called on the application of Secure Limousine for an Auto for
<br />~Hire Permit, providing for one vehicle for limousine service. A written report was
<br />~submitted from the City Manager and the Chief of Police advising that the Police
<br />~Department had found nothing that would disqualify the company from having a permit.
<br />~No one was present wishing to speak on the matter. No written protests were presented.
<br />~Following discussion, the hearing was officially closed. The permit was approved; and
<br />~Resolution No. 15376 of the City Council of the City of Riverside, California, Finding
<br />~That the Public Interest, Convenience, and Necessity Permit the Issuance of an Automo-
<br />bile for Hire Permit to Alan R. Blomker Doing Business as Secure Limousine; and Order-
<br />,ing the City Clerk to Issue a Permit Subject to the Insurance Required by Section
<br /> 5.40.070 of the Riverside Municipal Code, was presented; and the title having been
<br />~read, and further reading waived by the unanimous consent of Councilmembers present,
<br />,was adopted.

<br />iFRANCHISE RENEWAL - RIVERSIDE TAXICAB COMPANY - ORDINANCE INTRODUCED
<br />~3:00 P.M.--Hearing was called on Resolution No. 15367, adopted on May 8, 1984,
<br />~declaring the City Council's intention to grant to the Riverside Taxicab Company, a
<br />~corporation, a right, privilege and franchise to operate taxicabs over, upon and along
<br />~the streets of the City of Riverside for a period of ten years, commencing on the
<br />~first day of July, 1984, and ending on the 30th day of June, 1994. A written report
<br />~was submitted from the City Manager and the Assistant City Manager, concurred in by
<br />:the City Attorney, recommending that the City Council renew the franchise for a period
<br />~of ten years. No one was present wishing to speak on the matter. No written protests
<br />~were presented. Following a brief discussion, the hearing was officially closed; and
<br />~an ordinance entitled, "An Ordinance of the City of Riverside, California, Granting to
<br />~Riverside Taxicab Company, a Corporation, a Franchise Authorizing the Operation and
