Specifically, the <br />concerns expressed by CCAEJ's experts regarding the Department of Toxic Substances <br />Control's (DTSC) cleanup plan have not been well addressed. CCAEJ's comments are <br />hereby incorporated by reference. <br />In addition, subsequent review pursuant to CEQA is essential where lifting the Stop <br />Work Order would act as a subsequent discretionary approval, and where substantial <br />changes to Project construction and new information concerning site contamination <br />would require major revisions to the 2003 Mitigated Negative Declaration (MND). <br />
