<br />(CASE GP-6-845) AND ZONING CASE R-1l-845 - EASTERLY TERMINUS VIA PUEBLO - APPEAL - :

<br />3:00 P.M.--Further hearing was called on the appeal of Walter M. Ingalls, Dye,:
<br />Thomas & Luebs, on behalf of Wilton K. Newby, from the decision of the City Planning:
<br />Commission in denying their request to (1) amend the Land Use Element of the City of :
<br />Riverside General Plan by deleting the existing Medium Low Density Residential:
<br />(average 4 dwelling units per acre) land use designation from approximately 2.8 va- :
<br />cant acres of land situated at the easterly terminus of Via Pueblo, generally:
<br />located northeast of Canyon Crest Drive and Central Avenue, and placing this prop- :
<br />erty in the High Density Residential (average 20 dwellings per acre) land use desig- :
<br />nation or other land use designations deemed more appropriate, Case GP-6-845; and:
<br />(2) place the above-described property in Zone R-3 and remove the same from Zone RC; :
<br />with the City Council to also consider supplementing the requested zoning with:
<br />Zone S, Zoning Case R-1l-845. This hearing has been continued from time to time
<br />since October 9, 1984, at the request of the appellant. A communication was pre-
<br />sented from Roger A. Luebs requesting an additional extension. Following a brief
<br />discussion, the hearing was continued to June 10, 1986, at 1:30 p.m.

<br />PUBLIC HEARINGS BEFORE THE CITY COUNCIL AT 3:00 P.M.

<br />Councilman Peterson stated he was disqualifying himself from participating in the
<br />following discussion because it is reasonably foreseeable that the decision will
<br />have a material financial effect on a source of income, excused himself, and left
<br />the Council Chamber.

<br />AMENDMENT TO THE LAND USE ELEMENT AND DOWNTOWN PLAN OF THE GENERAL PLAN (CASE
<br />GP-29-856) AND ZONING CASE R-75-856 - LOTS ON LEMON AND ORANGE GROVE, SOUTHWESTERLY
<br />OF FOURTEENTH - ORDINANCE INTRODUCED
<br />3:00 P.M.-Hearing was called on the proposal of the Press Enterprise Company and
<br />Henry w. Coil, Jr., to (1) amend the Land Use Element and Downtown Plan of the City
<br />of Riverside General Plan by deleting the existing High Density Residential land use
<br />designation from approximately 1.3 acres of land located at 4464 through 4550 Lemon'
<br />Street, developed with a total of nine single-family residences, generally situated
<br />on the southeast side of Lemon Street between Fourteenth Street and Prospect Avenue,
<br />and placing this property in the Retail Business and Office land use designation or
<br />other land use designations deemed more appropriate by the City Council, Case
<br />GP-29-856; and (2) place a total of approximately 4.1 acres of land consisting of
<br />those properties situated (a) on the southeasterly side of Lemon Street at 4428 and
<br />4450 through 4550 Lemon Street, developed with a total of 12 single-family resi-
<br />dences, and (b) between Lemon Street and Orange Grove Avenue between approximately
<br />133 feet and 533 feet southwesterly of Fourteenth Street, developed with the Press
<br />Enterprise Company, in Zone CO or any other commercial zone deemed more appropriate
<br />by the City Council and remove the same from Zones C-3, P and R-3; with the City
<br />Council to also consider supplementing the requested zoning with Zones S and X, Zon-
<br />ing Case R-75-856. As heretofore directed by the City Council, the minutes of the
<br />City Planning Commission pertaining to these cases are on file and are a part of the
<br />evidence submitted at this hearing, whether or not any portion thereof is read or
<br />discussed. The communication from the City Planning Commission stated that the Com-
<br />mission, by a vote of 7 ayes to 0 noes and 1 abstention, approved Zones C-3-X-ap-
<br />plied to within 20 feet of the southeasterlymost property line and the Retail
