Coumcil Chamber, City Hall Roll Call: The Invocation was given by the Reverend Andrew Curtin, Parkview Hospital. The Pledge of Allegiance was given to the Flag. MINUTES The Minutes of the Meetings of March 10 and 11, 1986, were approved as submitted. The Chair recognized the presence in the audience of Bob Raven representing the Ar- lington Chamber of Comeroe and Dianne Kiln representing ~he Hunter Park-Northside Chamber of Commerce. CONSENT CALENDAR The following items were approved by one motion affirming the actions appropriate to those items listed on the Consent Calendar and as submitted to the City Council for consideration, with the exception of Zoning Case PRD-9-767 (Revised) and the Boys Clubs of Riverside permit, beth of which were removed to the Discussion Calendar, and with Councilman Paterson requesting his vote be shown as "Not Voting" on Zoning Case V-45-845 (Revised) because it is reasonably foreseeable that the decision will have a material financial effect on a source of income; and with Councilman Bowers requesti~ his vote be shown as "Not Voting" on the appeal of ~he Uniform Building Code because it is reasonably foreseeable that the decision will have a material fi- nancial effect on a source of income. CITY PLANNING COMMISSION ZONING CASE MP-6-856 - THE WEST~AY GROUP, INC. - 2037 IOWA A communication was presented from the City Planning Commission advising that, on February 20, 1986, the Commission, by a vote of 8 ayes to 0 noes, approved subject to conditions the request of The Westway Group, Inc., Zoning Case MP-6-856, for an industrial plot plan consisting of three multi-tenant industrial/office one- and two-story buildings totalling approximately 96,000 square feet and incidental park- ing on approximately 6.5 acres of land at 2037 Iowa Avenue, developed with a resi- dence and two accessory buildings, situated on the westerly side of Iowa Avenue northerly of Spruce Street, in Zone MP; and determined that the proposal would not have a significant adverse effect on the environment. It was determined that the City Council would not set the matter for public hearing. BOAaD OF ADMINISTRATIVE APPEALS AND ZONING ADJUSTMENT ZONING CASE V-45-845 (REVISED) - PRESS ENTERPRISE CO. - 4600 BLOCK OF VINE A communication was presented from the Board of Administrative Appeals and Zoning Adjustment advising that, on February 19, 1986, the Board, by a vote of 5 ayes ~o O noes and I abstention, approved subject to conditions the request of the Press En- terprise Co., Zoning Case V-45-845 (Revised), for the following revised variances to construct an approximately six-foot-high chain link fence with three strands of barbed wire along all of the property lines for buildings under construction in the 4600 block of Vine Street, situated on both sides of Vine Street northeasterly of Cridge Street, in Zone M-l: (A) to erect an approximately six-foot-high chain link fence plus three s~rands of barbed wire along the front and street side property lines where a maximum of four feet is permitted. A previously-granted variance al- lowed a six-foot-high masonry wall to be constructed within ten feet of the property line; and (B) to install parking spaces and ten feet of landscaping within the front and street setbacks on the easterly side of Vine Street and the north side of Cridge Street where a 20-foot landscaped setback is required.
