<br />PUBLIC HEARINGS BEFORE THE CITY COUNCIL AT 3:00 P.M.
<br />
<br />CASE VAC-43 - CLOSURE OF PORTION OF BUSHNELL TO VEHICULAR TRAFFIC - APPROVED - RESOLUTION
<br />3:00 P.M.--Hearin~ was called on Resolution No. 16372, adopted January 27, 1987, relat-
<br />ing to the proposed closure to vehicular traffic of a portion of Bushnell Avenue located
<br />easterly of La Sierra Avenue an~ northerly of Hole Avenue, Case VAC-43. As heretofore
<br />directed by the City Council, the adnutes of the City Planning Commission and the Envi-
<br />ronmental Protection Commission pertainlag to this matter are on file and are a part of
<br />the evidence su~mLttted at this hearing, whether or not any portion thereof is read or
<br />discussed. The commumication from the City Planning Commission stated that the Commis-
<br />sion, by a vote of 8 ayes to 0 noes, approved the closure subject to the conditions list-
<br />ed in full in the commuu/cation. The communication from the Environmental Protection
<br />Commission advised that the Commission, by a vote of 6 ayes to 0 noes, determined that
<br />the proposed closure would not have a siSnifican~ adverse effect on the environment.
<br />The Plannin8 Director presenred departmental recommendations, together w~th maps of the
<br />area. No one was present w~shin8 to speak on the matter. No protests, wTitten or oral,
<br />were presented. Following a brief discussion, the hearing was officially closed. The
<br />closure was approved subject to the recmmaended conditions; it was deterttued that the
<br />closure would not have a siS~ificant adverse environmental effect; and the staff report
<br />and the environmental assessment were adopted as findings. Resolution No. 16395 of the
<br />City Council of the City of Etverside, California, Meking Its Findings and Determina-
<br />tions in the Matter of Resolution of Intention No. 16372; and Making Its Order Closing a
<br />Portion of Bushnell Avenue to Vehicular Traffic, was presented; and the title having
<br />been read, and further readin~ waived b~r the unanimous consent of Councilmembers
<br />present, was adopted; and the City Clerk was instructed that the resolution of closure
<br />is not to be recorded until the conditions have been satisfied.

<br />FURTHER HEARING - ZONING CASE PRD-1-867 - 5876 GRAND - APPEAL DENIED
<br />3:00 P.M.--Further hearing was called on the appeal of Otis M. Lacy and Berry McDaniel
<br />relative to the decision of the City Planning Commission regarding their request to es-
<br />tablish an approximately 13-unit planned residential development of detached three-bed-
<br />room residences, together tilth parking and private and common open space on approx-
<br />imately 2.1 acres of land at 5876 Grand Avenue, a portion of which is developed ~r~th a
<br />residence and =he remainder vacant~ situated on the southeasterly side of Grand Avenue
<br />southwesterly o~ Wilton Place, in Zone R-1-65, Zoning Case PRD-1-867. The hearing had
<br />been continued from time to time.since January 6, 1987, at the appellants' request. The
<br />appellant was not present. No one present wished to speak on the matter. No written
<br />protests were presented. Followin8 a brief discussion, the City Council closed the pub-
<br />lic hearing and denied the appeal.

<br />FURTFU~K HEARING - ZONING CASE R-50-867 - SOUTHWESTERLY SIDE THIRTEENTH WESTERLY OF AND
<br />BEHIND 4315 BROCKTON - REZONING - ORDINANCE INTRODUCED
<br />3:00 P.M.--Further hearing was called on the proposal of Ebenerez M. Amoah, Zoning Case
<br />R-50-867, to place the approximately .08 vacant acre of land in the 4100 block of Thir-
<br />teenth Street, situated on the southwesterly side of Thirteenth Street westerly of and
<br />behind ~315 Brockton Avenue, in Zone RO and remove the same from Zone R-1-65; with the
<br />City Council to also consider supplenetting the requested zoning with Zones S and X.
<br />The hearing had been continued from February 17, 1987, to allow Councilman Loveridge to
<br />discuss the matter with adjoining property owners. Councilman Loveridge advised the
<br />City Council of his meeting with neighbors. No one was present wishing to speak on the
<br />matter. No written protests were presented. Following a brief discussion, the public
<br />hearing was officially closed. Zone P was approved, subject to the recommended condi-
<br />tions listed in full in the minutes of February 17, 1987, and the following additional
<br />conditions: (1) the existing block wall on the westerly property shall remain; and
<br />(2) a four-foot-wide planter adjacent to the existing block wall will be required; it
