<br />The Minutes of the Meetings of February 10, 1987, were approved as submitted.
<br />
<br />PRESENTATIONS
<br />
<br />Harry Friedman of the Youth Service Center made a presentation to the City Council and
<br />Mayor.
<br />
<br />Mayor Brown presented a Proclamation to Reverend James Hall, Pastor of Wesley United
<br />Methodist Church, appearing on behalf of the Riverside Interfaith Fellowship, proclaim-
<br />ing February 20-28, 1987, as Peace Education Week.
<br />
<br />Reverend James Hall introduced Messrs. Don Lynch and Sam Huang who, on behalf of the
<br />Riverside Interfaith Fellowship and the Beyond War organization, made a presentation to
<br />the Mayor and City Council for the City of a piece of computer artwork named Noah's Ark
<br />created by Dr. Sam Huang, a renowned local artist.
<br />
<br />The Chair recognized the presence in the audience of David Marriner representing the
<br />Riverside Chamber of Con=nerce, Vic Jones representing the Arlington Chamber of Commerce,
<br />Kerry PenderEast representing the La Sierra Chamber of Commerce, Ricki McManuis repre-
<br />sentin~ the Magnolia Center Chamber of Connnerce, Ed Fuhrman representing the Hunter
<br />Park-Nort~s{de Chamber of Commerce and Bambi Wiltchik representing the University-Canyon
<br />Crest Chamber of Co~nerce.

<br />CONSENT CALENDAR
<br />The following items were approved by one motion affirming the actions appropriate to
<br />those items listed on the Consent Calendar and as submitted to the Oity Council for con-
<br />sideration; with the exception of Zoning Case V-114-867 which was removed to the Discus-
<br />sion Calendar.

<br />ENVIRONMENTAL PROTECTION COMMISSION
<br />
<br />CASE EPC-39-867 - PROPOSED STREET IMPROVEMENTS ALONG NINTH, TENTIt, ELEVENTH, TWELFTH AND
<br />THIRTEENTH BETWEEN PARK AND VICTORIA
<br />A communication was presented from the Environmental Protection Commission advising
<br />that, on January 28, 1987, the Co~naission, by a vote of 6 ayes to 0 noes, determined
<br />that the proposal by the City of Riverside to use Federal Community Development Block
<br />Grant monies for street improvements along Ninth, Tenth, Eleventh, Twelfth and Thir-
<br />teenth Streets between Park and Victoria Avenues, located within the 100-year base
<br />floodplain as identified by the Flood Insurance Rate Maps published for the City of Riv-
<br />erside (Community No. 060260) by the Federal Emergency Management Agency, dated Janu-
<br />ary 6, 1983, would not have a significant adverse effect on the environment, and that
<br />the project will not significantly affect the quality of the human environment, Case
<br />EPC-39-867. The Commission's finding was upheld by the City Council.

<br />BID NO. 4070 - OVERLOOK AND WASHINGTON PAVEMENT PARTICIPATION WITH TRACT 21010
<br />In consideration of the recommendation from the Purchasing Services Manager and the Pub-
<br />lic Works Department, the bid of Kruger McGrew Construction Co., in the amount of
<br />,90,842.00, was accepted for furnishing all labor, materials and equipment for the work
<br />of constructing Overlook Parkway and Washington Street Pavement Participation with Tract
<br />21010. All other bids were rejected, and the bonds submitted with said rejected bids
<br />were released from further liability; the City Attorney was requested to prepare the
<br />necessary contract; and execution of the contract was authorized and directed upon ap-
<br />proval by the City Attorney of the required performance bonds.
