<br />The Minutes of the Meeting of February 3, 1987, were approved as submitted.

<br />The Chair recognized the presence in the audience of Don Ertckson representing the Riv-
<br />erside Chamber of Co~=~erce, Dennis Barn,-- representing the Arlington Chamber of Com-
<br />merce and John Creighton representing the Hunter Park-Northside Chamber of Commerce.

<br />CONSENT CALENDAR
<br />The following items were approved by one motion affirming the actions appropriate to
<br />those items listed on the Consent Calendar and as submitted to the City Council for con-
<br />sideration; with the exception of the reports regarding State Transportation Assistance
<br />Funds and renewal contract for lobbyist in Sacramento, both of which were removed to the
<br />Discussion Calendar.

<br />CASE EPC-30-867 - PROPOSED EXPANSION OF FREEMAN SUBSTATION - 3301 GIBSON
<br />A communication was presented from the Environmental Protection Commission advising
<br />that, on January 14, 1987, the Co~aission, by a vote of 10 ayes to 0 noes, determined
<br />that the proposal by the City of Riverside to expand the existing Freemen electrical dis-
<br />trib~tfon substation located at 3301 Gibson Street, on the east side of Gibson Street
<br />south of the Southern Pacific Railroad line, would not have a significant adverse effect
<br />on the environment, Case EPC-30-867. The Commlssion's finding was upheld by the City
<br />Council.

<br />CASE EPC-31-867 - PROPOSED EXPANSION OF B~qTER SUBSTATION - CHICAGO NORTH OF MARLBOROUGH
<br />A communication was presented from the Environmental Protection Comnission advisin~
<br />that, on January 14, 1987, the Commission, by a vote of 10 ayes to 0 noes, determined
<br />that the proposal by the City of Riverside to expand the existing Hunter electrical dis-
<br />tribution substation located on the west side of Chicago Avenue north of Marlborough Ave-
<br />nue would not have a significant adverse effect on the environment, Case EPC-31-867.
<br />The Commission's finding was upheld by the City Council.

<br />CASE EPC-34-867 - PROPOSED GRADING PLAN - TRACT 21156-1 - VIA VISTA SW. OF ALESSANDRO
<br />A co~unication was presented from the Environmental Protection Commission advising
<br />that, on January 14, 1987, the Commission, by a vote of 10 ayes to 0 noes, determined
<br />that the proposed grading plan for Tract 21156-1, a division of approximately 15.19
<br />acres of land into 11 single-family residential lots located ~est of Via Vista Drive
<br />southwest of Alessandro Boulevard, could have a si~nificant effect on the environment,
<br />but will not in this case if certain mitigatin~ measures are required as conditions of
<br />approval, Case EPC-34-867. The C~ission's finding was upheld by the City Council.

<br />CASE EPC-35-867 - PROPOSED GRADING PLAN - TENTATIVE TRACT 21399 - VIA VISTA (ErrENDED)
<br />SOUTH~ST OF ALESSANDRO
<br />A communication was presented from the Environmental Protection Commission advising
<br />that, on January 14, 1987, the Commission, by a vote of 9 ayes to 0 noes, determined
<br />that the proposed grading plan for Lots 3 through 8 of Tentative Tract 21399, a proposed
<br />division of approximately 60 acres of land into 29 single-family residential lots locat-
<br />ed west of Via Vista Drive (extended) southwest of Alessandro Boulevard, could have a
<br />significant effect on the environment, but will not in this case if certain mitigating
<br />measures are required as conditions of approval, Case EPC-35-867. The Commission's find-
<br />in~ was upheld by the City Council.

<br />ALBERT AND OTTAWA
<br />A communication was presented from the Environmental Protection Commission advising
<br />that, on January 14, 1987, the Commission considered a proposed gradin~ plan for Tenta-
<br />tive Tract 21961 and Zoning Case PRD-14-856, a proposed 19-unit planned residential de-
<br />velopment On approximately six acres of land located at the termini of Prince Albert
