MINUTES The }finurea of the Meeting of January 6, 1987, were approved as submitted. Motion Second All Ayes Councilman Loveridge entered at this time. PRESENTATION Mayor Brown presented a Resolution to Dr. William Thomas, retired Pastor of the Second Baptist Church, for his outstanding contribution to his church, community and fellow man for over 61 years. The Chair recornized the presence in the audience of Mike Bright representing the Riv- erside Chamber of Consnerce. Sue Wybraniec representing the Arlington Chamber of Com- merce, Jim Paliungas representing the La Sierra Chamber of Commerce, Becky Palmet rep- resenting the Magnolia Center Chamber of Commerce, Jeff Willlame representing the Hunter Park-Northside Chamber of Commerce and Ralph Salisbury representing the University- Canyon Crest Chamber of C~mnerce. CONSENT CALENDAR The following items were approved by one motion affirming the actions appropriate ~o Motion X~ those items listed on the Consent Calendar and as submitted to the City Council for Second XJ consideration. All Ayes CITY PLANNING COMMISSION ZONING CASE C-8-601 (REVISED) - RIVERSIDE RANCHEROS - 1198 (1208) WASHINGTON A communication was presented from the City Planning Commission advising that, on De- cember 18, 1986, the Commission, by a vote of 6 ayes to 0 noes and 1 abstention, ap- proved subject to conditions the request of Riverside Rancheros, Zoning Case C-8-601 (Revised), for a revised conditional use permit to establish a roof structure over an existing equestrian arena and to legalize an existing caretaker's mobile home within an existing riding and roping club on approximately 11 acres of land at 1198 (1208) Wash- ington Street, situated on the westerly side of Washington Street and the southerly side of Gladstone Boulevard, in Zone RA-5; and determined that the proposal would not have a significant adverse effect on the environment. It was determined that the City Council would not set the matter for public hearing. ZONING CASE C-17-867 - E. AND A. MARQUEZ - 1704-34 OHIO AND 1705-35 ILLINOIS A communication was presented from the City Planning Commission advising that, on De-' cember 18, 1986, the Commission, by a vote of 6 ayes to 0 noes, approved subject to con- ditions the request of E. and A. Marquez, Zoning Case C-17-867, for a conditional use permit to establish a board and care facility for approximately 48 ambulatory and non- ambulatory men and women 65 years of age and older on approximately 1.5 acres of land on eight lots at 1704-34 Ohio Avenue and 1705-35 Illinois Avenue, developed with a resi- dence and barn which w-All be removed, situated on the southerly side of Ohio Avenue, the northerly side of Illinois Avenue and the westerly side of Chicago Avenue, in Zone R-1-65; and determined that the proposal would not have a significant adverse effect on the environment. It was determined that the City Council would not set the matter for public hearing. CASE GP-19-867 - COUNTY OF RIVERSIDE - PROPERTY AT SOUTHEAST CORNER OF LEMON AND TWELFTH A communication was presented from the City Planning Commission advising that, on De- cember 4, 1986, the Commission considered the request of the County of Riverside, Case GP-19-867, for a determination that the proposed lease of property at the southeast cor- ner of Lemon and Twelfth Streets to the City of Riverside Redevelopmen· Agency and sub- lease to the State of California for use as court and office facilities for the Fourth District Court of Appeals is in conformante with the City of Riverside Ceneral Plan; and, by a vote of 6 ayes to 2 noes, (1) determined that the intended lease and sublease of the subject property for use as the Fourth District Court of Appeals court facilities 72-303
