CITY OF RIVERSIDE <br /> <br />Minutes of <br />Date of Meeting: <br />Time of Meeting: <br />Place of Meeting: <br /> <br />Regular Meeting of the City Council <br />June 21, 1988 <br />9 A.M. <br />Council Chamber, City Hall <br /> <br />Roll Call: <br /> <br />The Invocation was given by the Reverend Daryl Johnson, Bethel Christian Center. <br />The Pledge of Allegiance was given to the Flag. <br /> <br />MINIITES <br />The Minutes of the Meetings of June 14, 1988, were approved as submitted. <br /> <br />The Assistant City Manager introduced Mr. Thomas Tiemay, the City's newly-appointed In- <br />formation Systems Director. <br /> <br />The Chair recognized the presence in the audience of Sue Mitchell representing the River- <br />side Chamber of Co~erce and Saundra Johnson representing the Hunter Park-Northside Cham- <br />ber of Commerce. <br /> <br />CONSENT CALENDAR <br />The following items were approved by one motion affirming the actions appropriate to <br />those items listed on the Consent Calendar and as submitted to the City Council for con- <br />sideration; with the exception of Case EPC-60-878 and the reports regarding Lincoln Ave- <br />nue and Mary Street library site and Historic Structures Relocation Policy, all of which <br />were removed to the Discussion Calendar. <br /> <br />ENVIRONMENTAL PROTECTION COMMISSION <br /> <br />CASE EPC-48-878 (REVISED) - PROPOSED GRADING PLAN - VIA VISTA (EXTENDED) SOUTHERLY OF <br />ALESSANDRO AND NORTHWESTERLY OF OVERLOOK (EXTENDED) <br />A communication was presented from the Environmental Protection Commission advising <br />that, on May 25, 1988, the Commission, by a vote of 7 ayes to 0 noes and 1 abstention, <br />determined that approval of a revised grading plan for Lots 8 and 9 of Tract 22467, the <br />proposed division of approximately 20 acres of land into ten single-family residential <br />lots generally situated on the westerly side of Via Vista Drive (extended) southerly of <br />Alessandro Boulevard and northwesterly of Overlook Parkway (extended), in Zone RC, would <br />not have a significant effect on the environment if certain mitigating measures are re- <br />quired as part of the conditions of approval of the project, Case EPC-48-878 (Revised). <br />The Commission's finding was upheld by the City Council. <br /> <br />CASE EPC-61-878 - REALIGNMENT OF SOUTHBOUND FOURTEENTH STREET RIVERSIDE FREEWAY ON-RAMP ~ <br />A communication was presented from the Environmental Protection Commission advising] <br />that, on May 25, 1988, the Commission, by a vote of 8 ayes to 0 noes, determined that a~ <br />proposal by the City of Riverside to realign the southbound Fourteenth Street Riverside; <br />91 Freeway on-ramp involving reconstruction of improvements on Mulberry Street from~ <br />150 feet southerly of Fourteenth Street to 100 feet southerly of }Cane Street, Kane; <br />Street from Mulberry Street to Olivewood Avenue, and the intersection of Kane Street and <br />Olivewood Avenue, as well as the closure of Mulberry Street south o4 Kane Street, could; <br />have a significant effect on the environment, but will not in this case if certain miti- <br />gating measures are required as conditions of approval, Case EPC-61-878. The Commis- <br />sion's finding was upheld by the City Council. <br /> <br />PLANNING DEPARTMENT <br /> <br />TIME EXTENSION ON CONDITIONS OF APPROVAL - ZONING CASE R-82-789 <br />A communication was presented from John Jordan, Albert A. Webb Associates, on behalf of <br />John Gulizia, requesting a one-year time extension in which to complete the conditions <br />of approval under Zoning Case R-82-789, relating to the approximately .75 acre of land <br />situated at the southerly side of Arlington Avenue easterly of Madison Street, located <br />in the 4900 block of Arlington Avenue. Petition for a zone change from Zone R-1-65 to <br />Zones RO-S-1 was granted on June 12, 1979; the City Council approved a one-year time ex-~ <br />tension at a public hearing on June 16, 1987; and this is the eighth request for a time= <br />extension. This case has been active five years or more but is eligible for a one-year= <br />time extension without a public hearing under the City Council's policy to allow one. fi-: <br />nal ~wo-year time extension as a result of the t~me extension public hearing. This will: <br />be the last time extension allowed for this case.
