CITY OF RIVERSIDE <br /> <br />Minutes of Regular Meeting of the City Council <br />Date of Meeting: May 24, 1988 <br />Time of Meeting: 3 P.M. <br /> <br />Roll Call: <br /> <br />The Invocation was given by Doctor Charles Honroe, Bethel Christian Center. <br /> <br />The Pledge of Allegiance was given to the Flag. <br /> <br />MINUTES <br />The Minutes of the Heeting of May 17, 1988, were approved as submitted. <br /> <br />PRESENTATION <br />Mayor Brown introduced visitors from Cuautla, Mexico; and presented a Proclamation to <br />Clyde and Opal Sodan, who, in 1968, selected Cuautla as Riverside's second Sister City. <br /> <br />PUBLIC HEARINGS BEFORE THE CITY COUNCIL AT 3 P.M. <br /> <br />FURTHER HEARING - ZONING CASE R-14-867 AND PROPOSED AMENDMENT TO THE. RIVERSIDE GENERAL <br />PLAN AND NORTHSIDE CO~IUNITY PLAN (CASE GP-6-867) - FIRST, MULBERRY AND SOUTHERN PACIFIC <br />RAILROAD RIGHT-OF-WAY - CONTINUED <br />3 P.M.--Further hearing was called on the proposal of the City of Riverside to place the <br />approximately 15.75 acres of land bounded by First Street on the south, Mulberry Street <br />on the east, the Southern Pacific Railroad right-of-way on the north and Orange Street <br />on the wast, in Zone R-1-65 and remove the same from Zones R-3, R-2 and RO, Zoning Case <br />R-14-867; with consideration to also be given to amending the City of Riverside General <br />Plan and the Northside Community Plan by removin~ the above-described property from the <br />Medium High Density Residential (average 12 dwelling units per acre) land use designa- <br />tion and plaCin~ it in the Medium Low Density (average 4 dwellin~ units per acre) land <br />use designation, Case GP-6-867. The hearing had been continued from November 24, 1987, <br />pending completion of the expanded Downtown Plan Study. A written report dated May 24, <br />1988, was submitted from the Planning Department recommending that the City Council <br />(1) continue Zoning Case R-14-867 and General Plan amendment Case GP-6-867 to Septem- <br />ber 27, 1988, pending completion of the expanded Downtown Plan Study; and (2) request <br />the City Clerk to readvertise the cases and renotice directly-affected property owners <br />and other owners within 300 feet of the study area advising of the hearing date. In con- <br />sideration of the recommendations, the hearir~ was continued to September 27, 1988, at <br />3 p.m.; and the City Clerk was asked to publish and mail a notice of the new hearing <br />date. <br /> <br />ZONING CASE R-58-878 - PRENDA ARROYO NLY. OF BRADLEY - REZONING - ORDINANCE INTRODUCED <br />3 P.M.--Hearin~ was called on the proposal of the City of Riverside, Zoning Case <br />R-58-878, to fezone approximately 1.19 vacant acres of land in a natural drainage area <br />(Prenda Arroyo), approximately 1,300 feet northerly of Bradley Street, in Zone WC and re- <br />move the same from Zone R-1-130; with the City Council to also consider supplementing <br />the requested zoning with Zone S. As heretofore directed by the City Council, the min- <br />utes of the City Plannin; Commission pertainin; to this case are on file and are a part <br />of the evidence submitted at this hearing, whether or not any portion thereof is read or <br />discussed. The communication from the City Planning Com=ission stated that the Commis- <br />sion, by a vote of 8 ayes to 0 noes, approved Zone WC, subject to the following condi- <br />tions: (1) Developer must adhere to all applicable conditions of Case EPC-33-878 and <br />Tract Map 22527; and (2) Developer's engineer to submit drainage study showing limits of <br />lOO-year storm to Public Works Department specifications; determined that the proposed <br />rezoninE would not have a significant adverse enviroumental effect; and adopted the <br />staff report and the environmental assessment as findings. The Planning Director pre- <br />sented departmental recommendations, together with maps of the area. No one was present <br />wishing to speak on the mettar. No written protests were presented. The hearing was of- <br />ficially closed.
