W A F E R 1 E N E R G Y 1 L I F E <br />lag <br />PURIIC UTILITIES <br />RIVERSIDE PUBLIC UTILITIES <br />Board Memorandum <br />BOARD OF PUBLIC UTILITIES <br />DATE: May 23, 2016 <br />ITEM NO: 15 <br />File ID - 16 -1575 <br />SUBJECT: GRANT OF EASEMENTS TO SANBAG IN CONNECTION WITH 1 -215 BARTON <br />ROAD INTERCHANGE IMPPROVEMENT PROJECT — GRAND TERRACE, CA — IN <br />THE AMOUNT OF $9,330 <br />ISSUE: <br />The item for Board of Public Utilities consideration is to recommend that the City Council approve granting <br />San Bernardino Associated Government ( "SANBAG "), (1) a permanent easement for roadway purposes, <br />(2) a temporary construction easement, both located along the south side of Barton Road, west of Interstate <br />215; and (3) a temporary construction easement located at the Riverside Water Canal, south of DeBerry <br />Street, southeast of Interstate 215, located in the city of Grand Terrace. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities recommend that the City Council approve: <br />1. Right of Way Contract (Attachment 1)- State Highway Agreement Parcel 23362 -1 and 23362 -2, to <br />SANBAG in the amount of $8,830 for a 1,031 square foot roadway easement and 904 square foot <br />Temporary Construction Easement, and; <br />2. Right of Way Contract (Attachment 2) - State Highway Agreement Parcel 23765, to SANBAG in <br />the amount of $500 for a 213 square foot Temporary Construction Easement, and; <br />3. Authorize the City Manager, or his designee, to sign all documents and instruments necessary to <br />complete the transaction. <br />BACKGROUND: <br />SANBAG and the State Department of Transportation (Caltrans) along with the Cities of Grand Terrace <br />and Colton are proceeding with the 1 -215 Barton Road Interchange Project ( "Project "). The Project is <br />intended to improve public safety and alleviate traffic congestion at Barton Road and the 1 -215 interchange, <br />by reconstructing the Barton Road Bridge, reconfiguring ramps, modifying traffic signals and construction <br />a roundabout at the intersection of Barton Road, the southbound ramps, and La Crosse Avenue. <br />SANBAG's Project requires the acquisition from the City, a permanent roadway easement and two 40- <br />month temporary construction easements. Through an independent appraisal process, SANBAG has <br />determined the fair market value of the easement and TCE for Parcel 23362- 1/23362 -2, (Assessor Parcel <br />Number 1167 - 121 -08 to be $8,830 and Parcel 23764, (Assessor Parcel Number 1167 - 151 -14) to be $500. <br />As further consideration, SANBAG has agreed to construct a driveway approach and installation of a gate <br />at the Riverside Water Canal along Barton Road to prevent unauthorized access and dumping onto the <br />canal property. <br />
