Mayor Brown excused himself during the following discussion; and Mayor Pro Tempore Friz- zel presided. MID-YEAR BUDGET REVIEW The City Manager, the Assistant City Manager, the Management and Budget Director and the Finance Director presented the Mid-Year Budget Review, discussed the information presented in the written report, including General Fund revenue sources and expenditure alternatives, and answered questions from the City Council. Following discussion, the City staff was requested to schedule City Council consideration of the possible privati- zation of refuse collection. The City Council aDproved the supplemental ~udget items for the Development Department as presented on page 45 of the report, as well as three Associate Engineer positions for the Capital Improvement Section of the Public Works Department. Following further discussion, motion was made to look into increasing the contribution from the Electric Division to offset the Street Light Assessment District revenue. A substitute motion was then made and carried to refer all possible additional revenue sources to the City Council Finance Committee for consideration and recommendation to the City Council.
