<br />The Minutes of the Meeting of November 1, 1988, were approved as submitted.
<br />
<br />PRESENTATIONS
<br />
<br />President James E. Thornell and Vice President Rod Crampton of the Riverside Optimist
<br />Club recognized ten outstanding youth from Riverside City schools, and Mayor Brown
<br />presented a Proclamation proclaiming the week of November 7-11, 1988, as Youth Apprecia-
<br />tion Week.
<br />
<br />Mayor Brown presented a Proclamation to Rabbi Phillip Posner, Temple Beth El, proclaim-
<br />ing November 9, 1988, as an official day of co~nemoration and memory for the 50th Anni-
<br />versary of Kristallnacht (Night of Broken Glass) in the Jewish faith.
<br />
<br />The Chair recognized the presence in the audience of Art Gage representin~ the Riverside
<br />Chamber of Commerce, Bob Raven representing the Arlington Chamber of Commerce, Pete Sapu-
<br />to representin~ the La Sierra Chamber of Commerce, Tullos Baugh representing the Magno-
<br />lia Center Chamber of Commerce, Linda Dizmon representing the Hunter Park-Northside
<br />Chamber of Commerce and Bill Martin representing the University-Canyon Crest Chamber of
<br />Commerce.

<br />CONSENT CALENDAR
<br />The followin~ items were approvud by one motion affirmins the actions appropriate to
<br />those items listed on the Consent Calendar and as submitted to the City Council for con-
<br />sideration; with the exception of the reports regarding the Year 2000 Strategic Plan,
<br />the Neighborhood Clean-up Program, the Santa Ana River Bikeway, and the drug-related ol-
<br />dinante, all of which were removed to the Discussion Calendar.

<br />ZONING CASE C-22-689 (REVISED) - CITY OF RIVERSIDE - 8193 MAGNOLIA
<br />A communication was presented from the City Planning Commission advisinS that, on Octo-
<br />ber 20, 1988, the Commission, by a vote of 9 ayes to 0 noes, approved subject to condi-
<br />tions the request of the City of Riverside, Zonins Case C-22-689 (Revised), for a re-
<br />vised conditional use permit to construct a tank house/windmill at the Heritage House at
<br />8193 Magnolia Avenue, developed ~ith the Cky's Victorian Museum, situated on the north-
<br />westerly side of MaHnolia Avenue approximately 650 feet northeasterly of Adsms Street,
<br />in Zone R-1-65. It was determined that the City Council would not set the matter for
<br />public hearing.

<br />ZONING CASE C-2-867 (REVISED) - TACO BELL, ET AL, - 10995 MAGNOLIA
<br />A communication was presented from the City Planning Commission advising that~ on Octo-
<br />ber 20, 1988, the Commission, by a vote of 9 ayes to 0 noes, approved subject to condi-
<br />tions the request of Taco Bell, et al., Zoning Case C-2-867 (Revised), for a revised con-
<br />ditional use permit for a sign variance to establish an oversize menu board sign for a
<br />previously-approved fast food restaurant at 10995 Magnolia Avenue, situated on the north-
<br />erly corner of Magnolia Avenue and Skofstad Street, in Zone C-2. It was determined that
<br />the City Council would not set the matter for public hearing.

<br />ZONING CASE MP-5-867 (REVISED) - CITY OF RIVERSIDE - 8095 AND 8181 LINCOLN
<br />A communication was presented from the City Planning Commission advising that, on Octo-
<br />ber 20, 1988, the Commission, by a vote of 8 ayes to 1 no, approved subject to condi-
<br />tions the request of the City of Riverside, Zoning Case MP-5-867 (Revised), for an
<br />industrial plot plan consisting of proposed sign variances for the City of Riverside Cor-
<br />poration Yard and the Police facility within that Yard on approximately 40 acres of land
<br />at 8095 and 8181 Lincoln Avenue, situated on the northwesterly and westerly sides of Lin-
<br />coln Avenue at St. Lawrence Street, in Zone MP. It was determined that the City Council
<br />would not set the matter for public hearing.
