<br />Mayor Brown presented a Plaque of Appreciation to LeAnne Pagliai, General Manager of the
<br />Red ~ave baseball teamt recent winners of the California League Chemptonshtp.

<br />The Chair recognized the presence in the audlence of Romaine Chinhock representing the
<br />Arlington Chamber of Commerce, Hank Redmon representing the Magnolia Center Chamber of
<br />Commerce, Jeff Willtams representtn8 the Hunter Park-Northside Chamber of Commerce and
<br />Julle Branstetter representing the Untverstty-Cenyon Crest Chamber of Commerce.

<br />CONSENT CALENDAR
<br />The following items were approved b~ one motion affirming the actions appropriate to
<br />those items listed on the Consent Calendar and as submitted to the City Council for con-
<br />sideration; with the exception of Zoning Case C-10-889 and the report regardi~8 Parking
<br />Lot 37, both of which were removed to the Discussion Calendar.

<br />BOARD OF ADMINISTRATIVE APPEALS AND ZONING ADJUSTMENT

<br />ZONING CASE V-23-889 - HO~/ARD JOHNSON COMPANY, INC. - 1199 UNIVERSITY
<br />A communication was presented from the Board of Administrative Appeals and Zoning Adjust-
<br />ment advising that, on August 1, 1988, the Board, b~ a vote of 6 ayes to 0 noes, ap-
<br />proved subject to conditions the request of Howard Johnson Company, Inc., Zoning Case
<br />V-23-889, for the following variance =o legalize existing building identification signs
<br />for a restaurant (Herhie Kts Diner) at 1199 University Avenue, situated on the north
<br />side of University Avenue easterly of Iowa Avenue, in Zone C-2: to allow building
<br />(wall) signs containing approximately ~, 20 and 23 square feet, respectively, along the
<br />south building elevation v/nets only one maximum 96-square-foot sign is permitted. It
<br />was determined that the City Council wnuld not set the matter for public hearing.

<br />ENVIRONMENTAL PROTECTION COMMISSION
<br />
<br />DRAFT EIR FOR OLEANDER SPECIFIC PLAN
<br />A communication was presented from the Environmental Protection Com~isston advising
<br />that, on August 2~, 1988, the Commission reviewed a draft Environmental Impact Report to
<br />be prepared by the City of Moreno Valley for the Oleander Specific Plan, involving ap-
<br />proximately 1,200 acres of land generally located east of March Air Force Base at the
<br />south Moreno Valley City limits (Oleander Street); and, by a vote of 7 ayes to 0 noes,
<br />determined that (1) the draft EIR include a study of short- and long-term market needs
<br />for industrial space at this location, with particular emphasis on potential impacts to
<br />existing approved industrial projects, including Hunter Industrial Park, Sycamore Canyon
<br />Business Park and the Alessandro Heights Specific Plan area; and (2) this recommendation
<br />be forwarded to the City Council for review and approval, and in turn to the City of
<br />Moreno Valley for their consideration. The City Council upheld the Com~fssion~s recom-
<br />mendations.

<br />PUBLIC UTILITIES DEPARTMENT
<br />
<br />COMPLETION - PUMP REPLACEMENT - MOCKINGBIRD BOOSTER STATION
<br />In consideration of the recommendation from the Public Utilities Department, the work of
<br />furnishing and Installing a pump replacement at Mockingbird Booster Station, located at
<br />1950 Jackson Street, by Beyltk Drilling, Inc., was accepted as completed; and execution
<br />of the Notice of Completion was authorized and directed.
