PRESENTATION Mayor Brown presented a Plaque of Appreciation to LeAnne Pagliai, General Manager of the Red ~ave baseball teamt recent winners of the California League Chemptonshtp. The Chair recognized the presence in the audlence of Romaine Chinhock representing the Arlington Chamber of Commerce, Hank Redmon representing the Magnolia Center Chamber of Commerce, Jeff Willtams representtn8 the Hunter Park-Northside Chamber of Commerce and Julle Branstetter representing the Untverstty-Cenyon Crest Chamber of Commerce. Councilman Loveridge was excused at this time. CONSENT CALENDAR The following items were approved b~ one motion affirming the actions appropriate to those items listed on the Consent Calendar and as submitted to the City Council for con- sideration; with the exception of Zoning Case C-10-889 and the report regardi~8 Parking Lot 37, both of which were removed to the Discussion Calendar. BOARD OF ADMINISTRATIVE APPEALS AND ZONING ADJUSTMENT ZONING CASE V-23-889 - HO~/ARD JOHNSON COMPANY, INC. - 1199 UNIVERSITY A communication was presented from the Board of Administrative Appeals and Zoning Adjust- ment advising that, on August 1, 1988, the Board, b~ a vote of 6 ayes to 0 noes, ap- proved subject to conditions the request of Howard Johnson Company, Inc., Zoning Case V-23-889, for the following variance =o legalize existing building identification signs for a restaurant (Herhie Kts Diner) at 1199 University Avenue, situated on the north side of University Avenue easterly of Iowa Avenue, in Zone C-2: to allow building (wall) signs containing approximately ~, 20 and 23 square feet, respectively, along the south building elevation v/nets only one maximum 96-square-foot sign is permitted. It was determined that the City Council wnuld not set the matter for public hearing. ENVIRONMENTAL PROTECTION COMMISSION DRAFT EIR FOR OLEANDER SPECIFIC PLAN A communication was presented from the Environmental Protection Com~isston advising that, on August 2~, 1988, the Commission reviewed a draft Environmental Impact Report to be prepared by the City of Moreno Valley for the Oleander Specific Plan, involving ap- proximately 1,200 acres of land generally located east of March Air Force Base at the south Moreno Valley City limits (Oleander Street); and, by a vote of 7 ayes to 0 noes, determined that (1) the draft EIR include a study of short- and long-term market needs for industrial space at this location, with particular emphasis on potential impacts to existing approved industrial projects, including Hunter Industrial Park, Sycamore Canyon Business Park and the Alessandro Heights Specific Plan area; and (2) this recommendation be forwarded to the City Council for review and approval, and in turn to the City of Moreno Valley for their consideration. The City Council upheld the Com~fssion~s recom- mendations. PUBLIC UTILITIES DEPARTMENT COMPLETION - PUMP REPLACEMENT - MOCKINGBIRD BOOSTER STATION In consideration of the recommendation from the Public Utilities Department, the work of furnishing and Installing a pump replacement at Mockingbird Booster Station, located at 1950 Jackson Street, by Beyltk Drilling, Inc., was accepted as completed; and execution of the Notice of Completion was authorized and directed. 74-95 Motion :Second ;All Ayes Motion Second All Ayes :X IX
