<br />The Minutes of the Meeting of August 23, 1988, were approved as submitted.
<br />
<br />The Chair recognized the presence in the audience of Shelby Worley representing the
<br />Arlington Chamber of Commerce, Steve Parker representing the La Sierra Chamber of Com-
<br />merce, Bob Farks representing the Magnolia Center Chamber of Commerce and Richard Gaines
<br />representing the University-Canyon Crest Chamber of Commerce.

<br />CONSENT CALENDAR
<br />The following items were approved by one motion affirming the actions appropriate to
<br />those items listed on the Consent Calendar and as submitted to the City Council for con-
<br />sideration.

<br />CITY PLANNING COMMISSION

<br />ZONING CASE C-16-878 (REVISED) - J. ESPINOSA, ET AL. - 3049 MULBERRY
<br />A communication was presented from the City Planning Commission advising that, on Au-
<br />gust 4, 1988, the Commission, by a vote of 7 ayes to I no, approved subject to condi-
<br />tions the request of J. Espinosa, etal., Zoning Case C-16-878 (Revised), for a revised
<br />conditional use permit to establish an auxiliary dwelling unit (granny flat) on an ap-
<br />proximately 7,700-square-foot lot at 3049 Mulberry Street, developed with a single-
<br />family residence, situated on the westerly side of Mulberry Street approximately
<br />200 feet northerly of First Street, in Zone R-1-65; and determined that the proposal
<br />would not have a significant adverse effect on the enviromnent. It was determined that
<br />the City Council would not set the matter for public hearing.

<br />ZONING CASE C-39-878 (REV.) - CARL KARCHER ENTERPRISES, INC. (CARL'S JR.) - 3445 MADISON
<br />A communication was presented from the City Planning Commission advising that, on Au-
<br />gust 4, 1988, the Coremission, by a vote of 7 ayes to 1 no, approved subject to condi-
<br />tions the request of Carl Karcher Enterprises, Inc. (Carl's Jr.), Zoning Case C-39-878
<br />(Revised), for a revised conditional use permit to establish a 20-square-foot menu board
<br />where a maximum 16-square-foot menu board is permitted on approximately 1.4 vacant acres
<br />of land at 3445 Madison Street, proposed for development with a fast food restaurant,
<br />situated on the northeasterly side of Madison Street adjacent on the northwest to the
<br />Riverside 91 Freeway, in Zones C-4 and R-1-65, teutati ve Zones C-2-S-1-X; and determined
<br />that the proposal would not have a significant adverse effect on the environment. It
<br />was determined that the City Council would not set the matter for public hearing.

<br />CASE GP-7-889 - COUNTY OF RIVERSIDE - NORTH TElLMINUS OF MEGGINSON ADJACENT TO COUNTY FARM
<br />A communication was presented from the City Planning Commission advising that, on Au-
<br />gust 18, 1988, the Commission considered the request of the County of Riverside, Case
<br />GP-7-889, for a determination as to whether acquisition of approximately .4 acre of land
<br />at the north terminus of Megginson Lane, adjacent to and to be incorporated into the
<br />County Farm holdings, is consistent with the City of Riverside General Plan; and, by a
<br />vote of 7 ayes to 0 noes, (1) determined that the proposed acquisition of property at
<br />the terminus of Meggtnson Lane for future development as part of the County Farm project
<br />is not fully consistent with the Clty's General Plan which designates the subject proper-
<br />ty for Retail Business and Offices uses; (2) requested that the Planning Department in-
<br />itiate the necessary public hearings to amend the General Plan to designate this site
<br />for Large Public and Institutional uses to more closely reflect intended uses; (3) recom-
<br />mended that the County be advised that the City opposes any access to Megginson Lane
<br />from the subject property; and (4) authorized staff to forward these findings to the
<br />City Council for review and approval, and, in turn, to the County Board of Supervisors
<br />for their consideration. The City Council upheld the Commission's recommendations.
