WARDS <br /> Roll Call: Present ~X~X{X~X~X'X, <br /> <br /> Mayor Pro Tempore Mansfield presided in the absence of Mayor Frizzel who is in Washing- <br /> ton, D.C., on City business. <br /> <br /> With the approval of the City Council, the following item was taken out of order. <br /> <br /> JOI{NLEYMAN, UCRASSOCIATED STUDENTS <br /> Mr. John Ley~an, External President, UCR Associated Students, and Ms. Ltz Fenton dis- <br /> cussed student safety in the crosswalk on Canyon Crest Drlve at the entrance to the Ban- <br /> hockburn apartment complex and requested prlorlty for a future traffic signal at the <br /> site. The Public Works Director indicated that installation of a traffic signal at this <br /> location is included in the budget for the next fiscal year and would have top priority. <br /> Following discussion and without formal motion, the Clty Council accepted the oral re- <br /> port of the Public Works Director. <br /> <br /> The Invocation was given by the Reverend Roy Ronveaux, Victoria Community Church. <br /> <br /> The Fledge of Allegiance was given to the Flag. <br /> <br /> MINUTES <br /> The Minutes of the Meetings of April 24, 1990, were approved as submitted. Motion X <br /> Second <br /> All Ayes <br /> <br /> PRESENTATION <br /> Mayor Pro Tempore Mansfield presented a 'Proclamation to Bill Carnahan, Public Utilities <br /> Director, proclaiming the month of May as Water Awareness Month in the City of Riverside. <br /> <br /> The Chair recognized the presence in the audience of Doug Shackelton representing the <br /> Riverside Chamber of Commerce, Bob Raven representing the Arlington Chamber of Commerce, <br /> Norm Guith representing the La Sierra Chamber of Commerce, Rick Palmer representing the <br /> Magnolia Center Chamber of Commerce, Chrlstina Williams representing the Hunter Park- <br /> Northside Chamber of Commerce and Mario Perez representing the Greater Riverside Hispanic <br /> Chamber of Commerce. <br /> <br /> CONSENT CALENDAR <br /> The following items, presented to the City Council on the Consent Calendar for considera- Motion ,X, <br /> riot, were approved by one motion affirming the actions appropriate to each item. Second ,X, <br /> All Ayes <br /> <br /> ENVIRONMENTAL PROTECTION COMMISSION <br /> <br /> CASE EPC-15-890 - PROPOSED BRIDGE CROSSING FOR GOLDEN AT LA SIERRA CHANNEL <br /> A communication was presented from the Environmental Protection Commission advising <br /> that, on April 11, 1990, the Commission, by a vote of 7 ayes to 0 noes and 1 abstention, <br /> determined that, although a proposal by the City of Riverside to construct a bridge <br /> crossing for Golden Avenue at the La Sierra Channel, generally located between Collett <br /> and Cochran Avenues, could have a significant effect on the environment, there will not <br /> be a significant effect in this case if certain mitigating measures are required as part <br /> of the conditions of approval of the project, Case EPC-15-890. The Commission's finding <br /> was upheld by the City Council. <br /> <br /> CASE EPC-22-890 - PROPOSED EXTENSION OF EL CERRITO FROM PEARBLOSSOM TO CANYON CREST <br /> A communication was presented from the Environmental Protection Commission advising <br /> that, on April 11, 1990, the Commission, by a vote of 7 ayes to 1 no, determined that a <br /> proposal by the City of Riverside to extend E1 Cerrito Drive from Pearblossom Drive to <br /> Canyon Crest Drive would not have a significant adverse effect on the environment, Case <br /> EPC-22-890. The Commission's finding was upheld by the City Council. <br /> <br /> CASE EPC-51-890 - PROPOSED GRADING PLAN - 7384 GOLDEN STAR <br /> A communication was presented from the Environmental Protection Commission advising <br /> that, on April 11, 1990, the Commission, by a vote of 8 ayes to 0 noes, determined that, <br /> although a proposed grading plan for a single-family residence at 7384 Golden Star Ave- <br /> nue (Parcel 2 of Parcel Map 23537), an approximately .76-acre vacant parcel of land gen- <br /> erally situated on the east side of Golden Star Avenue at the easterly terminus of Muir- <br /> field Road, in Zone R-1-125, could have asignificant effect on the environment, there <br /> <br />75-442 <br /> <br /> <br />
