CII'Y OF RIVERSIDE <br /> <br />Minutes of <br />Date of Meeting: <br />Time of Meeting: <br />Place of Meeting: <br /> <br />Regular Meeting of the City Council <br />April 10, 1990 <br />9 A.M. <br />Council Chamber, City Hall <br /> <br />Roll Call: <br /> <br />The Invocation was given by the Reverend Harold Peck, The Lighthouse. <br />The Pledge of Allegiance was given to the Flag. <br /> <br />MINUTES <br />The Minutes of the Meeting of April 3, 1990, were approved as submitted. <br /> <br />PRESENTATION <br />Mayor Frizzel presented a Proclamation to Marshall Scott of the Western Riverside County <br />Special Olympics lending support to the hosting of the annual State Equestrian Champion- <br />ships in Riverside on May 19 and 20, 1990. <br /> <br />The Chair recognized the presence in the audience of Ray Humphrey representing the River- <br />side Chamber of Commerce, George Osborne representing the Arlington Chamber of Commerce, <br />Kathleen Blankinship representing the La Sierra Chamber of Commerce, Tom Estes represent- <br />ing the Magnolia Center Chamber of C~erce, Richard Clarke representing the Hunter Park- <br />Northside Chamber of Commerce and Robert Nova representing the University-Canyon Crest <br />Chamber of C~erce. <br /> <br />Present <br /> <br />Motion <br />Second <br />All Ayes <br /> <br />CONSENT CALENDAR <br />The following items, presented to the City Council on the Consent Calendar for considera- I Motion <br />tion, were approved by one motion affirming the actions appropriate to each item. Second <br /> All Ayes <br /> <br />CITY PLANNING COMMISSION <br /> <br />ZONING CASE C-25-712 (REVISED) - WHITESIDE MANOR - 2743 ORANGE <br />A communication was presented from the City Planning Commission advising that, on <br />March 22, 1990, the Commission, by a vote of 6 ayes to 0 noes, approved subject to condi- <br />tions the request of Whiteside Manor, Zoning Case C-25-712 (Revised), for a revised con- <br />ditional use permit to add an approximately 355-square-foot room addition to an estab- <br />lished alcohol recovery facility and to legalize an increase in occupants from ten to <br />12 men plus a caretaker at 2743 Orange Street, situated on the southwesterly side of Or- <br />ange Street approximately 65 feet southeasterly of Poplar Street, in Zone R-2; and deter- <br />mined that the proposal would not have a significant adverse effect on the environment. <br />It was determined that the City Council would not set the matter for public hearing. <br /> <br />ZONING CASE C-31-890 - CITY OF RIVERSIDE PUBLIC UTILITIES DEPARTMENT - 9400 EQUESTRIAN <br />A communication was presented from the City Planning Commission advising that, on <br />March 22, 1990, the Commission, by a vote of 6 ayes to 0 noes, approved subject to condi- <br />tions the request of the City of Riverside Public Utilities Department, Water Engineer- <br />ing Division, Zoning Case C-31-890, for a conditional use permit to establish an under- <br />ground water reservoir to be constructed in two phases within an approved and recorded <br />subdivision on approximately 5.2 vacant acres of land at 9400 Equestrian Drive, situated <br />on the south side of Equestrian Drive westerly of Van Buren Boulevard, in Zone RA-5; and <br />determined that the proposal would not have a significant adverse effect on the environ- <br />ment. It was determined that the City Council would not set the matter for public hear- <br />ing. <br /> <br />BOARD OF ADMINISTRATIVE APPEALS AND ZONING ADJUSTMENT <br /> <br />ZONING CASE V-141-890 - ROBERT A. QUAID - 8150 AUTO <br />A communication was presented from the Board of Administrative Appeals and Zoning Adjust- <br />ment advising that, on March 19, 1990, the Board, by a vote of 6 ayes to 0 noes, ap- <br />proved subject to conditions the request of Robert A. Quaid, Zoning Case V-141-890, for <br />the following variances to legalize an existing freestanding identification sign and to <br />erect a second freestanding identification sign for a new restaurant at 8150 Auto Drive <br />in Zone C-3: (A) to legalize an existing approximately 12-square-foot, six-foot-high <br />freestanding identification sign; and (B) to allow a second approximately 30-square- <br />foot, six-foot-high freestanding identification sign where no such sign is permitted. <br />It was determined that the City Council would not set the matter for public hearing. <br /> <br />75-410 <br /> <br />:X:X'X'X'X'X' <br /> <br /> I <br /> <br />I I <br /> <br /> <br />
