Motion <br /> Second 'X * <br /> All Ayes <br />PUBLIC HEARING BEFORE THE CITY COUNCIL AT 3 P.M. <br /> <br />CASE VAC-7-890 - VACATION OF ALLEY BETWEEN SEVENTH AND UNIVERSITY - APPROVED - RESOLUTION <br />3 P.M.--Hearin~ was called on Resolution No. 17377, adopted February 27, 1990, relating <br />to the proposed vacation of a ten-foot-wide by approximately 185-foot-long alley situat- <br />ed easterly of Chestnut Street between Seventh Street and University Avenue, Case <br />VAC-7-890. As heretofore directed by the City Council, the minutes of the City Planning <br />Commission pertainin~ to this case are on file and are a part of the evidence submitted <br />at this hearing, whether or not any portion thereof is read or discussed. The communica- <br />tion from the City Plannin~ Commission stated that the Commission, by a vote of 8 ayes to <br />0 noes, approved the proposed vacation, subject to the conditions listed in full in the <br />attachment to the communication; and determined that the vacation would not Have a sig- <br />nificant adverse effect on the environment. The Planning Department presented departmen- <br />tal recommendations. No one was present wishing to speak on ~he matter. No written pro- <br />tests were presented. The hearing was officially closed. The vacation was approved, <br />subject to the recommended conditions. It was determined that the vacation would not <br />have a significant adverse environmental effect; and the staff report and the environmen- <br />tal assessment were adopted as findings. Resolution No. 17398 of the City Council of the <br />City of Riverside, California, Making Its Findings and Determinations in the Matter of <br />Resolution of Intention No. 17377; Reserving Permanent Easements and Rights of Way for <br />Sanitary Sewer, Gas Line and Electrical Energy Distribution Facilities and for Aerial and <br />Underground Telephone, Telegraph and Communication Facilities, and Determining That the <br />Public Convenience and Necessity Require the Reservation of Such Easements; and Making <br />Its Order Vacating an Alley Between Seventh Street and University Avenue, Easterly of <br />Chestnut Street, was presented; and the title having been read, and further reading <br />waived by the unanimous consent of Councilmembers present, was adopted; and the City Motion ]X~ <br />Clerk was instructed that the resolution of vacation is not to be recorded until the con- Second IX: <br />ditions have been satisfied. All Ayes <br /> <br />RECESS <br />At 3:05 p.m., the City Council recessed; and reconvened at 6:30 p.m., with all Members <br />present. <br /> <br />PRESENTATIONS <br />Mayor Frizzel presented a Proclamation to the Sentimental Gentlemen from the Citrus Eel- <br />=era Chorus in honor of the founding of its parent society in April 1938 and the staging <br />of its 36tb Annual Barbershop Harmony Show. <br /> <br />Mayor Frizzel presented Proclamations to Principals Masoabi Eugene Mokoena and David <br />Pbetola Ngwasheng, representing South African primary and high schools, in recognition <br />of their participation in the South African Career Development Fellowship Program at the <br />University of California at Riverside. ' <br /> <br />The Chair recognized the presence in the audience of Pat Culver represen=ing the Arling- <br />ton Chamber of Commerce, David Geriguis representing the La Sierra Chamber of Commerce, <br />Bob Stewart representing the Magnolia Center Chamber of Commerce, Mark Haworth represent- <br />ing the Hunter Park-Northside CHamber of Commerce, Julie Branstetter representing the <br />University-Canyon Crest Chamber of Commerce and Rosa Cases representing the Greater Riv- <br />erside Hispanic Chamber of Cmerce. <br /> <br />Retiring City Manager Douglas Weiford made brief comments regarding his ten years with <br /> the City on the occasion of his last City Council meeting. <br /> <br />CONSENT CALENDAR <br />The following items, presented to the City Council on the Consent Calendar for considera- <br />tion, were approved by one motion affirming the actions appropriate to each item; with <br />Councilmembers Buster and Thompson voting "No" on the Tyler Mall parking structure Cer- Motion X' <br />tificates of Participation, and Councilwoman Thompson voting "No" on the bid waiver for Second I I ! <br />printing of the City newsletter.
