CITY OF RIVERSIDE <br /> <br />COU NC I LMEM BERS <br /> <br />Date of Meeti.g.'March 20, 1990 <br />Time of Meeting:9 A.M. <br />Place of Meeting:Council Chamber, City Hall WARDS <br /> <br />The Invocation was given by the Reverend Michael Valcarcel, Bethel Christian Center. <br /> <br />The Pledge of Allegiance was given to the Flag. <br /> <br />MINUTES <br />The Minutes of the Meetings of Harch 13, 1990, were approved as submitted. <br /> <br />PRESENTATIONS <br />Hayor Frizzel presented a Proclamation to Principal Stan Conefly and student representa- <br />tives from the Arlington High School Senior Project to express appreciation for their <br />outstanding volunteer service to the homeless program. <br /> <br />Glenda Carhart Hensley, Artistic Director of the Riverside Ballet Theater, and Kathy <br />Wesley presented a Certificate of Appreciation to the Mayor and City Council for their <br />support of the Ballet Theater. <br /> <br />The Chair recognized the presence in the audience of Joe Theis representing the River- <br />side Chamber of Commerce, Mary Moreland representin8 the Arlington Chamber of Commerce, <br />Pete Saputo representing the La Sierra Chamber of Commerce, Lance Gilmer representing <br />the University-Canyon Crest Chamber of Co-merce and Lillian Bernandez representin8 the <br />Greater Riverside Hispanic Chamber of Commerce. <br /> <br />CONSENT CALENDAR <br />The following items, presented to the City Council on the Consent Calendar for considera- <br />tion, were approved by one motion affirming the actions appropriate to each item; how- <br />ever, Councilmembers Buster and Thompson requested their votes be shown as "No" on the <br />matter of updatin~ the Riverside Convention Center market and feasibility study. <br /> <br />CITY PLANNING COMMISSION <br /> <br />CASE GP-11-890 - COUNTY OF RIVERSIDE - NORTHWESTERLY OF MAGNOLIA AND HARRISON <br />A communication was presented from the City Plannin~ Commission advistr~ that, on Febru- <br />ary 22, 1990, the Commission considered the request of the County of Riverside, Case <br />GP-11-890, for determination as to whether or not the expansion of the existin~ parPing <br />lot of Riverside County General Hospital by approximately 368 spaces is in conformante <br />with the City of Riverside General Plan; and, by a vote of 6 ayes to 0 noes, (1) deter- <br />mined that the installation of the proposed temporary parking area is consistent with <br />the City's General Plan; (2) forwarded this determination to the City Council for con- <br />currence and, in turn, to the County of Riverside; and (3) requested the County of <br />Riverside to submit this project for review by the Joint City/County Design Review Com- <br />mittee. The hospital site is part of the County administrative complex located north- <br />westerly of the intersection of Magnolia Avenue and Harrison Street. The Commission's <br />recommendations were approved by the City Council. <br /> <br />TRACT MAP 25409 - HUTTON ASSOCIATES, ET AL. - SELY. SIDE CENTRAL WLY. OF 60/215 FREEWAY <br />A communication was presented from the City Plannin~ Commission advisin~ that, on Febru- <br />ary 22, 1990, the Commission, by a vote of 6 ayes to 0 noes, approved subject to condi- <br />tions the proposal of Button Associates, et al., Tract Map 25409, to divide approxi- <br />mately 34.5 vacant acres of land into approximately 15 lots for residential purposes, <br />situated on the southeasterly side of Central Avenue approximately one-half mile westerly <br />of the 60/215 Freeway, in Zone RC; and determined that the proposal would not have a <br />nificant adverse effect on the environment. It was determined that the City Council <br />would not set the matter for public hearir~. <br /> <br />ENVIRONMENTAL PROTECTION COMMISSION <br /> <br />CASE EPC-39-890 - PROPOSED GRADING AND MAP DESIGN - TENTATIVE TRACT 25409 (UNAPPROVED) <br />A communication was presented from the Environmental Protection Commission advising <br />that, on January 24, 1990, the Commission, by a vote of 7 ayes to 0 noes, determined <br />that, although the grading and map design for Tentative Tract 25409 (unapproved), the <br />proposed subdivision of approximately 34.5 acres of land into 14 single-family residen- <br />tial lots, generally situated on the southeasterly side of Central Avenue approximately <br />one-half mile westerly of the 60/215 Freeway in Zone RC, could have a significant effect <br /> <br />eMOtiOn <br />Second <br /> <br />Motion <br />Second <br />All Ayes <br /> <br />'X 'X 'X 'X 'X 'X <br /> ~X <br /> <br />75-378 <br /> <br /> <br />
