MINUTES The Minutes of the Meetings of Harch 13, 1990, were approved as submitted. PRESENTATIONS Hayor Frizzel presented a Proclamation to Principal Stan Conefly and student representa- tives from the Arlington High School Senior Project to express appreciation for their outstanding volunteer service to the homeless program. Glenda Carhart Hensley, Artistic Director of the Riverside Ballet Theater, and Kathy Wesley presented a Certificate of Appreciation to the Mayor and City Council for their support of the Ballet Theater. The Chair recognized the presence in the audience of Joe Theis representing the River- side Chamber of Commerce, Mary Moreland representin8 the Arlington Chamber of Commerce, Pete Saputo representing the La Sierra Chamber of Commerce, Lance Gilmer representing the University-Canyon Crest Chamber of Co-merce and Lillian Bernandez representin8 the Greater Riverside Hispanic Chamber of Commerce. CONSENT CALENDAR The following items, presented to the City Council on the Consent Calendar for considera- tion, were approved by one motion affirming the actions appropriate to each item; how- ever, Councilmembers Buster and Thompson requested their votes be shown as "No" on the matter of updatin~ the Riverside Convention Center market and feasibility study. CITY PLANNING COMMISSION CASE GP-11-890 - COUNTY OF RIVERSIDE - NORTHWESTERLY OF MAGNOLIA AND HARRISON A communication was presented from the City Plannin~ Commission advistr~ that, on Febru- ary 22, 1990, the Commission considered the request of the County of Riverside, Case GP-11-890, for determination as to whether or not the expansion of the existin~ parPing lot of Riverside County General Hospital by approximately 368 spaces is in conformante with the City of Riverside General Plan; and, by a vote of 6 ayes to 0 noes, (1) deter- mined that the installation of the proposed temporary parking area is consistent with the City's General Plan; (2) forwarded this determination to the City Council for con- currence and, in turn, to the County of Riverside; and (3) requested the County of Riverside to submit this project for review by the Joint City/County Design Review Com- mittee. The hospital site is part of the County administrative complex located north- westerly of the intersection of Magnolia Avenue and Harrison Street. The Commission's recommendations were approved by the City Council. TRACT MAP 25409 - HUTTON ASSOCIATES, ET AL. - SELY. SIDE CENTRAL WLY. OF 60/215 FREEWAY A communication was presented from the City Plannin~ Commission advisin~ that, on Febru- ary 22, 1990, the Commission, by a vote of 6 ayes to 0 noes, approved subject to condi- tions the proposal of Button Associates, et al., Tract Map 25409, to divide approxi- mately 34.5 vacant acres of land into approximately 15 lots for residential purposes, situated on the southeasterly side of Central Avenue approximately one-half mile westerly of the 60/215 Freeway, in Zone RC; and determined that the proposal would not have a nificant adverse effect on the environment. It was determined that the City Council would not set the matter for public hearir~. ENVIRONMENTAL PROTECTION COMMISSION CASE EPC-39-890 - PROPOSED GRADING AND MAP DESIGN - TENTATIVE TRACT 25409 (UNAPPROVED) A communication was presented from the Environmental Protection Commission advising that, on January 24, 1990, the Commission, by a vote of 7 ayes to 0 noes, determined that, although the grading and map design for Tentative Tract 25409 (unapproved), the proposed subdivision of approximately 34.5 acres of land into 14 single-family residen- tial lots, generally situated on the southeasterly side of Central Avenue approximately one-half mile westerly of the 60/215 Freeway in Zone RC, could have a significant effect eMOtiOn Second Motion Second All Ayes 'X 'X 'X 'X 'X 'X ~X 75-378
