Motion ~X <br /> Second ~X <br /> All Ayes <br /> <br /> P~ SENTATI ON <br /> Mayor Frizzel presented a Proclamation to representatives from the ~erican Association <br /> of University Women proclaiming March 1990 as Teen Preg~ncy Awareness Month. <br /> <br /> The Chair recognized the presence in the audience of Anne Stevens representing the Rive~ <br /> side Ch~ber of Co~erce, Rich Biber representi~ the Arlington Chamber of Co~erce, <br /> Drew Zastrow representing the La Sierra Chamber of Commerce, a representative of the <br /> Hunter P~rbNorthside Ch~ber of Co~erce, Pat Davis representi~ the University-C~nyon <br /> Crest Chamber of Co~erce and Gilbert CarbaJal representing the Greater Riverside His- <br /> panic Chamber of Co~erce. <br /> <br /> CONSE~ C~E~ <br /> The follo~ng items were approved by one motion affimi~ the actions appropriate to <br /> those items listed on the Consent Calendar and as submitted to the City Council for con- <br /> sideration; ~th the exception of Bid No. 4581 regarding tempora~ bleachers at River- <br /> side Sports Complex and the reports reg~rding Faimount Park and Villegas Park tot lot ~Mocion ~X~ <br /> and irrigation rehabilitation and the Great Neighborhood proposal, all of which were re- ~Second ~X <br /> moved to the Discussion Calendar. ;All Ayes <br /> <br />ENVIRONMENTAL PROTECTION COMMISSION <br /> <br />CASE EPC-11-890 - PROPOSED GRADING PLAN - 1411 BRADLEY <br />A communication was presented from the Environmental Protection Commission advising <br />that, on February 14, 1990, the Commission, by a vote of 7 ayes to 0 noes, determined <br />that, although a proposed grading plan for Tentative Tract Map 23709, the subdivision of <br />approximately 4.7 acres of land partially developed with a single-family residence and <br />accessory building at 1411 Bradley Street into five lots for residential purposes, situ- <br />ated on the northerly side of Bradley Street approximately 330 feet easterly of White- <br />gate Avenue, in Zone R-l-130, could have a significant effect on the environment, there <br />· rill not be a significant effect in this case if certain mitigation measures are re- <br />quired as part of the conditions of approval of the project, Case EPC-11-890. The Com- <br />mission's finding was upheld by the City Council. <br /> <br />CASE EPC-55-890 - PROPOSED USE OF FEDERAL COMMUNITY DEVELOPMENT BLOCK GRANT MONIES - <br />PETERS STREET RESURFACING BETWEEN MADISON AND ESPERANZA <br />A communication was presented from the Environmental Protection Commission advising <br />that, on February 14, 1990, the Commission, by a vote of 6 ayes to 0 noes and 1 absten- <br />tion, determined that a proposal by the City of Riverside to use Federal Community Devel- <br />opment Block Grant monies for street resurfactng of Peters Street between Madison and <br />Esperanza Streets, located in the 100-year base floodplain as identified by the Flood In- <br />surance Rate Maps published for the City of Riverside (Community No. 060260) by the Fed- <br />eral Emergency Management Agency, dated January 6, 1983, would not have a significant im- <br />pact on the environment, and the project will not significantly affect the quality of <br />the human environment, Case EPC-55-890. The Commission's finding was upheld by the City <br />Council. <br /> <br />PLANNING DEPARTMENT <br /> <br />TIME EXTENSION ON CONDITIONS OF APPROVAL - ZONING CASE R-45-856 - JACKSON SOUTHEASTERLY <br />OF COLORADO <br />A communication was presented from Matthew E. Webb, Albert A. Webb Associates, on behalf <br />of Edward J. Fazekas, requesting a time extension in which to complete the conditions of <br />approval under Zoning Case R-45-856, relating to the approximately 1.17 acres of land on <br />the southwesterly side of Jackson Street approximately 650 feet southeasterly of Colo- <br />rado Avenue. Petition for a zone change. from Zone R-1-65 to Zones R-2-S-1 was granted <br />on March 11, 1986; the ordinance was reintroduced on January 3, 1989, when the City <br /> <br />75-369 <br /> <br /> <br />
