CITY OF RIVERSIDE Minutes of Regular Meeting of the City Council Date of Meeting: February 20, 1990 Time of Meeting: 9 A.M. Place of Meeting: Council Chamber, City Hall Roll Call: The Invocation was given by the Reverend Dave Swanson, Victoria Avenue Christian Church. The Pledge of Allegiance was given to the Flag. MINUTES The Minutes of the Meetings of February 13, 1990, were approved as submitted. The Chair recognized the presence in the audience of Don Pulstfer representing the Ar- lington Chamber of Commerce, Tullos Baugh representing the Magnolia Center Chamber of Commerce, Diana Castleman representing the University-Canyon Crest Chamber of Commerce and Mario Perez representing the Hispanic Chamber of Commerce. CONSENT CALENDAR The following items were approved by one motion affirming the actions appropriate to those items listed on the Consent Calendar and as submitted to the City Council for con- sideration; with the exception of the report relative to City property at Tequesquite and Palm Avenues, which was removed to the Discussion Calendar. ENVIRONMENTAL PROTECTION COMMISSION CASE EPC-44-890 - PROPOSED WIDENING OF NORTHBOUND SIDE LA SIERRA SOUTHERLY OF ARIZONA A communication was presented from the Environmental Protection Commission advising that, on January 24, 1990, the Commission, by a vote of g ayes to 0 noes, determined that a proposal by the City of Riverside to widen the northbound side of La Sierra Ave- nue for a distance of approximately 1~0 feet, southerly of Arizona Avenue, would not have a significant effect on the environment, Case EPC-44-890. The Commission's finding was upheld by the City Council. AIRPORT DEPARTMENT COMPLETION - PRECISION APPROACH PATH INDICATOR (PAPI) SYSTEM FOR RUNWAY 34 AT RIVERSIDE MUNICIPAL AIRPORT In consideration of the recommendation from the Airport Department, the work of con- strutting a Precision Approach Path Indicator (PAPI) System for Runway 34 at the River- side Municipal Airport, located at 6951 Flight Road, by C & W Electric, was accepted as completed; and execution of the Notice of Completion was authorized and directed. PUBLIC WORKS DEPARTMENT COMPLETION - CONTROLLER UNIT AND SYSTEM MASTER COMPUTER REPLACEMENT In consideration of the recommendation from the Public Works Department, the work of constructing a controller unit and system master computer replacement at various loca- tions in downtown Riverside, along Magnolia Avenue and at City Hall, by Steiny and Compa- ny, Inc., was accepted as completed; and execution of the Notice of Completion was au- thorized and directed. CITY MANAGER EMERGENCY PREPAREDNESS - CELLULAR PHONE PURCHASE - FUND TRANSFER A written report was submitted from the City Manager and the Assistant City Manager rec- ommending that the City Council (1) authorize the purchase of 21 cellular phones and re- lated equipment to be used for emergencies; and (2) authorize the transfer of 323,500 from the Central Service Fund Unappropriated Balance to the appropriate account in the Building Services budget for the purchase of the phones, related equipment and service establishment. The recommendations were approved as presented. 1990 EMERGENCY SHELTER GRANTS PROGRAM A written report was submitted from the City'Manager and the Assistant Director for Busi- ness/Community Development, concurred in by the Development Director and the Grants Coor- dinator, recommending that the City Council (1) approve the preparation, execution and submittal of an application to the Department of Housing and Urban Development for 347,000 in Emergency Shelter Grants Program funds; and (2) authorize the execution of a 75-3~2 COUNCI LMEMBER$ Present ,X,X,X,X,X,X, ,Motion Second All Ayes Motion Second All Ayes
