CITY OF RIVERSIDE <br /> <br /> COUNCILMEMBERS <br /> <br />Date of Meeting: February 6, 1990 <br /> <br /> 'X'X'X 'X'X'X' <br /> <br />The Invocation was given by the Reverend Sbelb~ Craig, First Church of Religious Science. <br /> <br />The Pledge of Allegiance was given to the Flag. <br /> s <br /> <br />MINUTES ' <br />The Minutes of the Meetings of January 23 and 30, 1990, were approved as submitted. :Motion :X: <br /> : Second 'X ' <br /> All Ayes <br /> <br />PRESENTATIONS <br /> <br />Mayor Frizzel called on Mario Perez, President of the Riverside Hispanic Chamber of Com- <br />merce, who presented plaques to Florencio Mendoza of the Community Relations Division of <br />the City Manager's Office, accepted by Mr. Mendoza's son, Gilbert Calzada of the Public <br />Works Department, arid Raymond Aguirre of the Park and Recreation Department. <br /> <br />Mayor Frizzel called on Vanessa Roberrs representing Clara Enoch, Manager of the Arling- <br />ton Avenue Target Store, and Diana Helton, Manager of the Tyler Avenue Target Store; and <br />presented them with Certificates of Appreciation in recognition of providing special <br />Christmas shopping hours at the Target Stores for City senior citizens and disabled resi- <br />dents. <br /> <br />The Chair recognized the presence in the audience of Bill Dye representing the Arlington <br />Chamber of Cmerce, Tom Green representing the La Sierra Chamber of Commerce, Rich <br />Palmer representing the Magnolia Center Chamber of Commerce, a representative of the <br />University-Canyon Crest Chamber of Commerce and Mario Perez representing the Hispanic <br />Chamber of Commerce. <br /> <br />CONSENT CALENDAR <br />The following items were approved by one motion affirming the actions appropriate to <br />those items listed on the Consent Calendar and as submitted to the City Council for con- iMotion <br />sideration; with the exception of Zoning Case V-104-756 (Revised), which was removed to ~Second <br /> 'A <br />the Discussion Calendar. , 11 Ayes <br /> <br />CITY PLINNING COMMISSION <br /> <br />ZONING CASE C-60-590 (REVISED) - PARKVIEW COMITY HOSPITAL - GARFIELD AND JACKSON <br />A communication was presented from the City Planning Commission advising that, on Janu- <br />ary 4, 1990, the Commission, b~ a vote of 9 ayes to 0 noes, approved subject to condi- <br />tions the request of Parkview Community Hospital, Zoning Case C-60-590 (Revised), for a <br />revised conditional use permit to utilize an existing landscape berm in lieu of a three- <br />foot-high block wall required ~o screen a parklr~ lot from adjoining streets, situated <br />at the east comer of Garfield and Jackson Streets, in Zone R-1-65. It was determined <br />that the City Council would not set the matter for public hearing. <br /> <br />ZONING CASE C-8-612 (REVISED) - RIVERSIDE Y.W.C.A. - 8172 MAGNOLIA <br />A communication was presented from the City Planning Commission advising that, on Janu- <br />ary 4, 1990, the Commission, b~ a vote of 8 ayes to I no, approved subject to conditions <br />the request of Riverside Y.W.C.A., Zoning Case C-8-612 (Revised), for a revised condi- <br />tional use permit for a variance to legalize an existing wall sign which is larger than <br />permitted by the existing conditional use permit on approximately two acres of land de- <br />veloped with the Y.W.C.A. facilities at 8172 Magnolia Avenue, situated at the south cor- <br />ner of Magnolia and Crows11 Avenues, in Zone R-1-65. It was determined that the City <br />Council would not set the matter for public hearing. <br /> <br />ZONING CASE C-34-889 (REVISED) - MC DONALD'S - 10141 MAGNOLIA <br />A communication was presented from the City Planning Commission advising that, on Janu- <br />ary 4, 1990, the Commission, by a vote of 9 ayes to 0 noes, approved subject to condi- <br />tions the request of McDonald's restaurant, Zoning Case C-34-889 (Revised), for a re- <br />vised conditional use permit to remodel an existing drive-through restaurant and enlarge <br />the indoor dining area on approximately 1.1 acres of land at 10141 Magnolia Avenue, situ- <br />ated at the west comer of Magnolia and .Hole Avenues, in Zone C-2; and determined that <br />the proposal would not have a significant adverse effect on the environment.
