<br />The Minutes of the Meeting of January 2, 1990, were approved as submitted.

<br />The Chair recognized the presence in the audience of Pete Saputo representin~ the La Si-
<br />erra Chamber of Commerce, Rick/McManuls representing the Magnolia Center Chamber of
<br />Commerce, Linda Dinon representin~ the Hunter Park-Northstde Chamber of Commerce and
<br />Richard Lemire representing the University-Canyon Crest Chamber of Commerce.

<br />CONSENT CALENDAR
<br />The followin~ items were approved by one motion affirming the actions appropriate to
<br />those items listed on the Consent Calendar and as submitted to the City Council for con-
<br />sideration.

<br />BOARD OF ADMINISTRATIVE APPEALS AND ZONING ADJUSTMENT
<br />
<br />ZONING CASE V-80-890 - JAMES R. HILDEBRANDT - 8465 AND 8475 M~NOLIA - APPROVED IN PART
<br />A communication was presented from the Board of Administrative Appeals and Zoning Adjust-
<br />ment advisin~ that, on December 18, 1989, the Board considered the request of James R.
<br />Hildebrandt, Zoning Case V-80-890, for the followin~ variances to construct a two-story,
<br />ten-unit apartment complex at 8465 and 8475 Magnolia Avenue, situated at the westerly
<br />comer of Magnolia Avenue and Wayne Court, in Zone R-1-65, tentative Zones R-3-S-i:
<br />(A) to allow a two-story apartment buildin8 to encroach approximately 42.5 feet into the
<br />required 50-foot setback from the adJoinir~ R-1-65-zoned property to the southwest;
<br />(B) to allow approximately 1,600 square feet in common open space where 5,000 square
<br />feet is required; and (C) to allow ground floor private patio areas containin~ up to ap-
<br />proximately 104 square feet where minimum 250 square feet is required; and, contrary in
<br />part to the Plannin~ Department's recommendation and by a vote of 5 ayes to 0 noes, ap-
<br />proved Variances (A) and (B) end denied Variance (C); and determined that Variances (A)
<br />and (B) would not have a significant adverse effect on the environment. The Plannin~ De-
<br />partment recommended denial of the requested variances. The City Council upheld the
<br />Board's recommendation; and determined that the utter would not he set for public hear-
<br />ing.

<br /> CASE EPC-24-889 (REVISED) - PROPOSED GRADING PLAN, TRACT 19176 - 7138 GOLDEN STAR
<br />A communication was presented from the Environmental Protection Commission advising
<br />that, on December 13, 1989, the Commission, by a vote of 6 ayes to 0 noes, approved a
<br />proposed revised grading plan for a single-family residence located at 7138 Golden Star
<br />Avenue (Lot 7 of Tract 19176), generally situated at the southwesterly comer of Over-
<br />look Parkway and Golden Star Avenue, in Zone R-l-130, subject to certain mitigating meas-
<br />ures, Case EPC-24-889 (Revised). The Commission's approval was upheld by the City Coun-
<br />cil.

<br /> CASE EPC-23-890 - PROPOSED ADAMS STREET EXTENSION
<br /> A communication was presented from the Environmental Protection Commission advising
<br /> that, on December 13, 1989, the Commission, by a vote of 3 ayes to 2 noes and I absten-
<br /> tion, determined that, although a proposal by the City of Riverside to extend Adams
<br /> Street from Clifton Boulevard to Jurupa Avenue, a distance of approximately 1,000 feet,
<br /> could have a significant effect on the environment, there will not -be a significant ef-
<br /> fect in this case if certain mitigating measures are required as part of the conditions
<br /> of approval, Case EPC-23-890. The Commission's finding was upheld by the City Council.

<br /> CASE EPC-40-890 - PROPOSED GRADING PLAN - 12193 RALEY
<br /> A communication was presented from the Environmental Protection Commission advising
<br /> that, on December 13, 1989, the Commission, by a vote of 6 ayes to 0 noes, determined
<br /> that, although a proposed grading plan for an auxiliary dwelling unit (granny flat) on
<br /> an approximately 5.9-acre lot st 12193 Raley Drive, developed with a single-family resi-
<br /> dence, generally situated on the northwesterly side of Raley Drive westerly of Ambs
