<br />INTRODUCTION
<br />The Chief Assistant City Attorney introduced Joel Stem, the City's new Assistant City
<br />Attorney.

<br />CONSENT CALENDAR
<br />The following items, presented to the City Council on the Consent Calendar for considera-
<br />tion, were approved by one motion affirming the actions appropriate to each item.

<br />BOARD OF ADMINISTRATIVE APPEALS AND ZONING ADJl/STMENT
<br />
<br />ZONING CASE V-78-901 - KEVIN A. MARTIN - 4444 TURNBULL
<br />A communication was presented from the Board of Administrative Appeals and Zoning Adjust-
<br />ment advising that, on November 19, 1990, the Board, contrary in part to the Planning De-
<br />partment's recommendation and by a vote of 4 ayes to 3 noes, approved subject to condi-
<br />tions the request of Kevin A. Martin, Zoning Case V-78-901, for the following variances
<br />to construct a single-family dwelling with an approximate 2,560-square-foot detached
<br />one-story metal storage building for property at 4~4~ Turnbull Road, situated on the
<br />southwesterly side of Turnbull Road southeasterly of Duncan Avenue, in Zone R-1-65:
<br />(A) to allow an accessory building to cover approximately 4~ percent of the required 25-
<br />foot rear yard setback where a maxim,-w 35 percent coverage is permitted; and (B) to al-
<br />low a total lot coverage of approximately 40.5 percent where a maximum of d0 percent is
<br />permitted. The Planning Department recommended approval of Variance (B) and denial of
<br />Variance (A). The City Council upheld the Board's recommendation.

<br />TIME EXTENSION ON CONDITIONS OF APPROVAL - ZONING CASE R-11-867 - 3160 GIBSON
<br />A communication was presented from Lonnie Jenkins, Lonnie Jenkins Properties, Inc., re-
<br />questing a time extension in which to complete the conditions of approval under Zoning
<br />Case R-11-867, relating to approximately 1.6 acres of land at 3160 Gibson Street, situ-
<br />ated on the southwesterly corner of Gibson and Aguilar Streets. Petition for a zone
<br />change from Zone R-1-65 to Zone M-1 was granted on August 19, 1986; and this is the
<br />third request for a time extension. This case has been active less than five years and
<br />is eligible for a one-year time extension without a public hearing; however, any further
<br />time extension request will require a public hearing in accordance with established Coun-
<br />cil policy. The time extension was granted to August 19, 1991, retroactive to August 19,
<br />1990.

<br />A communication was presented from Lonnte Jenkins, Lonnte Jenkins Properties, Inc., re-
<br />questing a time extension in which to complete the. conditions of approval under Zoning
<br />Case R-16-867, relating to approximately .3 acre of land at 9340 Aguilar Street, situated
<br />on the southeasterly side of Agutlar Street southwesterly of Gibson Street. Petition
<br />i for a zone change from Zone R-1-65 to Zone M-1 was granted on September 23, 1986; and
<br />m this is the third request for a time extension. This case has been active less than
<br />ifive years and is eligible for a one-year time extension without a public hearing; how-
<br />eever, any further time extension request will require a public hearing in accordance
<br />~with established Council policy. The time extension was granted to September 23, 1991,
<br /> retroacttve to September 23, 1990.
