I~LE~ATION OF HOUSING DE~LOP~ CORPO~TION - P~T OF COP~HENSI~ ~FORD~LE HOUSING ST~ A ~itt. en report was su~itted from the Development Director and the Executive Director of the Redevelopment Agency, concurred in by the City Manager, reco~endi~ that the City Council (1) approve the proposed operating and start-up budget for the Housing De- velopment Corporation, as proposed by the Redevelopmerit ~ency; (2) establish an interim board consisting of the members listed in the report; (3) request the interim ~ard to (a) review and approve the articles and bylaws, and to file the articles with the Secre- ta~ of State to create the coloration; (b) select an appropriate ~me for the organiza- tion; (c) develop a draft memorand~ of understanding between the Agency and the HDC which will serve to establish the relationship between the two entities, .pending ap- proval of the IRS application; (d) draft the ~rrative section of the IRS application, and prepare a prellmi~ry budget for the IRS submission; and (e) take the steps neces- sa~ to file the IRS application; and (4) schedule a joint meeti~ of the Redevelopment , Agency and the City Council on December 4, 1990, at 8:30 a.m., for presentation of a Motion [X[ progress report. The report was briefly reviewed by the Develop~nt Director. Follow- Second [X~ f~ a brief discussion, the recommendations were approved as presented.
