<br /> ~ayor Frizzel advised that Councilman Loveridge would be absent from the meetin~ as he
<br /> is attendin~ the League of California Cities annual conference in Anaheim.

<br /> CLOSED SESSION
<br /> Mayor Frizzel called the meetin~ to order and announced that the City Council would re-
<br /> cess to a closed session pursuant to Government Code Sectiou 54956.8 to give instruc-
<br /> tions to the City' s negotiator regarding negotiations with Joseph Pagan on the lease at
<br /> the Riverside Municipal Airport for Parcels 7.1, 7.2 and 7.3 and adJoin~n~ property, and '
<br /> with Parflits, Inc., on the lease at the Riverside Municipal Airport for Parcels 6.1,
<br /> 6.2A, 6.2B and 6.3 and adJoinin~ property.

<br /> The Mayor and Members of the City Council recessed to the Conference Room adJoinin~ the
<br /> Council Chamber.
<br />
<br /> The Mayor and Mashers of the City Council returned to the Council Chamber.

<br /> PUBLIC HEARINGS BEFOKE THE CITY COUNCIL AT 3 P.M.

<br /> PARCEL MAP 26373 - 5139 VICTORIA - APPEAL WITHDRAWN - MAP REFEKRED TO PLANNING COMMISSION
<br /> 3 P.M.--HearinE was called on the appeal of Brian Lee Cu~nu relative to the decision of
<br /> the City Plannin~ Commission regardin~ his request to divide approximately 1.3 acres of
<br /> land into approximately three parcels for residential purposes at 5139 Victoria Avenue,
<br /> developed with a single-family residence, situated on the wast side of Victoria Avenue
<br /> between Victoria Aven~e and Victoria Hill Drive northerly of Myrtle Avenue, in Zone
<br /> R-1-125, Parcel Map 26373. The Planning Director advised the City Council that the ap-
<br /> pellant, since the City Planning Commission hearing, has added additional property and
<br /> wishes the new proposal to be considered by the Planning Commission. Accordingly, the Motion
<br /> City Council allowed the withdrawal of the appeal, and referred the new map design to Second X~
<br /> the City Planning Commission for consideration. All Ayes

<br /> EXTENSION OF INTERIM ZONING - EASTSIDE AREA - ORDINANCE ADOPTED - PUBLIC HEARINO SET
<br /> 3 P.M.--Rearing was called to consider introduction and adoption of an urZency ordinance
<br /> extending the interim R-1-65 Zone placed on certain property bounded by University Ave-
<br /> nue, Kansas Avenue, Fourteenth Street and Park Avenue for an additional period of
<br /> 45 days. The interim R-1-65 Zone proposed to be extended only affects property perma-
<br /> nently zoned R-2 and R-3. A written report was presented from the City Manager and the
<br /> Planning Director, concurred in by the City Attorney, recommending that the City Council
<br /> (1) introduce and adopt the urgency ordinance attached to the report extending the in-
<br /> terim R-1-65 Zone for 45 days; and (2) set a public hearing on December 4, 1990, at
<br /> 2 p.m., for City Council consideration of an extension of the interim R-1-65 Zone for a
<br /> final period of one year. Questions from the City Council and the audience were an-
<br /> swared by the Planning Director and Assistant City Attorney Turney. Written and oral
<br /> protests were presented and considered. Following discussion, the public hearing was
<br /> ~icially closed. The recommendations were approved as presented; and Ordinance No. 5875
<br /> entitled, "An Ordinance of the City of Riverside, California, Extending the Interim Resi-
<br /> dential - 1 ('R-1-65') Zone Established by Ordinance No. 5869, on Certain Property
<br /> Bounded by University Avenue, Kansas Avenue, Fourteenth Street and Park Avenue, for a Pe-
<br /> riod of 45 Days Pursuant to Government Code Section 65858 to Protect the Public Health, Motion
<br /> Safety and Welfare and Declaring This Ordinance to be an UrEency Measure,' was intro- Second
<br /> duced and adopted, and heceme effective immediately. All Ayes

<br /> Further, December ~, 1990, at 2 p.m., was designated as the date and time for a public Motion ZX~
<br /> hearing for the City Council to consider an extension of tba interim zoning for a final Second

<br />
<br /> REGIONAL GOVERNANCE
<br />Mr. Mark Pisano, Executive Director of Southern California Association of Governments,
<br />discussed the development of regional government in general, and presented material re-
<br />~ lated to developing a regional governance proposal which is to be considered by the StAG
<br />~Subcommittee on Regional Governance. Questions from the City Council were answered by
<br /> Mr. Pisano.
