<br />The Minutes of the Meetings of October 9, 1990, were approved as submitted.

<br />The Chair recognized the presence in the audience of Tomi Hadfield representing the Arl-
<br />ington Chamber of Commerce, Ed Fuhrman representing the Hunter Park-Northside Chamber of
<br />Cserce and a representative of the UuiversitF-Canyon Crest Chamber of Commerce.

<br />CONSENT CALENDAR
<br />The following items, presented uo the City Council on the Consent Calendar for considera-
<br />tion, were approved by one motion affirming the actions appropriate to each item.

<br />ENVIRONMENTAL PROTECTION COMMISSION
<br />
<br />CASE EPC-25-901 - PROPOSED GRADING PLAN, TRACT 19176, LOT 17 - 949 TALCEY TERRACE
<br />A cc,maunication was presented from the Environmental Protection Commission advising
<br />that, on Septamber 26, 1990, the Comm4ssion, by a vote of 7 ayes to 0 noes, determined
<br />Chat, although a proposed grading plan for a single-family residence at 9A9 Talcey Ter-
<br />race (Tract 19176, Lot 17), generally situated on the north side of Talcey Terrace south-
<br />erly of Overlook Parkway in Zone RC, could have a significant effect on the environment,
<br />there will not be a significant effect in this case if certain mitigating measures are
<br />required as part of the conditions of approval of the project, Case EPC-25-901. The Com-
<br />mission's finding was upheld by the City Council.

<br />CASE EPC-26-901 - CITY OF RIVERSIDE - TRUNK SE~R LINE IN PHOENIX AVENUE
<br />A communication was presented from the Environmental Protection Commission advising
<br />that, on September 26, 1990, the Co--,~ssion, by a vote of 7 ayes to 0 noes, determined
<br />that, although a proposal by the City of Riverside to construct approximately 3,300 lin-
<br />ear feet of trunk sewer line in Phoenix Avenue heginuing at Central Avenue and continu-
<br />ing northerly through Nichols Park to a point 380 feet northerly of Mountain View Ave-
<br />nue, could have a significant effect on the environment, there will not be a significant
<br />effect in this case if certain mitigating measures are required as part of the condi-
<br />tions of approval of the project, Case EPC-26-901. The Commission's finding was upheld
<br />by the City Council.

<br />CASE EPC-28-901 - CITY OF RIVERSIDE - CONCRETE LINING FOR SPRINGBROOK CHANNEL
<br />A coz~unication was presented from the Enviromaental Protection Commission advising
<br />that, on September 26, 1990, the Commission, by a vote of 7 ayes to 0 noes, determined
<br />that, although a proposal by the City of Riverside to provide a concrete lining for the
<br />bottom and easterly side of the Springbrook Channel between Hale Street and Columbia Ave-
<br />nue, a distance of approximately 616 feet, could have a significant effect on the envi-
<br />ronment, there will not be a significant effect in this case if certain mitigating meas-
<br /> ures are required as Fare of the conditions of approval of the project, Case
<br /> EPC-28-901. The Commission's finding was upheld by the City Council.

<br />CASE EPC-31-901 - PROPOSED DEMOLITION - VINE, TENTH AND THIRTEENTH
<br />A communication was presented from the Environmental Protection Co~m~ ssion advising
<br />chat, on September 26, 1990, the Cowfi~ssion, by a vote of 7 ayes Co 0 noes, determined
<br />chat, although the proposed damolicion of (1) a portion of a single-family residence lo-
<br />cated at 3575 Vine Street; (2) commercial buildings located ac 3216 and 320A Tenth
<br />Street; and (3) three residential structures at 3130, 3136 and 3138 Thirteenth Street,
<br />generally located in the block bounded by Thirteenth Street to the north and Vine Street
<br />to the west, could have a significant e{fecc on the environment, there will not be a sig-
<br />nificant effect in this case if certain mitigating measures are required as part of the
<br />conditions of approval of the project, Case EPC-31-901. These damolicions are intended
<br />to facilitate the future implementation of the Riverside Marketplace Specific Plan. The
<br />Commission's finding was upheld by the City Council.
