<br /> DRAFT ENVIRONNERTAL IHPACT REPORT - 1991 REVISION TO THE AIR QUALITY NANAGENENT PLAN
<br /> A co~nunlcatlon was presented from the Environmental Protection Commission advtslng
<br /> that, on September 12, 1990, the Comet melon revlewad the Notlce of Preparation of a
<br /> Draft Environmental Impact Report (DEIR) for the 1991 revtslon to the Mr Quallty l~anage-
<br /> ment Plan (AQI~); and, by a vote of 8 ayes to 0 noes, (1) concurred with the llst of top-
<br /> lcs and issues to be covered in the DEIR ~or the 1991 AQNP as tdentt~ted in the Notlce
<br /> of Preparation for the project; and (2) requested sta~ to forward thls recommendation
<br /> to the City Council for revlew and approval and, in turn, to c~unlcate thls concur-
<br /> fence to the Southern California Alr Quality Hanagement District. The Commlsslon's
<br /> recommendations were upheld by the City Councll.

<br /> A communication was presented from Henry l;. Cotl, Jr., President, Ttlden-Cotl Construc-
<br /> tors, Inc., requesting a time extension fn wMch to complete the conditions of approval
<br /> under Zoxttng Case R-~6-878, relating to the approximately 2.~8 acres o~ land within the
<br /> block bounded by Olivewood Avenue (except ~56~ and ~58~ Olivewood Avenue) on the wast,
<br /> lane Street on the north, Hulberry Street on the east (except ~565, ~575 and 4587 ~ul-
<br /> berry Street) and Prospect Avenue on the south. The City Councll approved a zone change
<br /> from Zone R-3 to Zones RO-X on April 12, 1988; and this is the flrst request for a time
<br /> extension. This case has been actlve less than five years and is eligible ~or a one-
<br /> year time extension without a public hearing. The time extension was granted to
<br /> April 12, 1991, retroacttve to April 12, 1990.

<br /> In consideration of the recoz~endatlon from the Purchasing Services ~anager and the Pub-
<br /> 1fc ~/orks Department, the bid of tierich Corporation, in the amount of ~111,8~9.30, was
<br /> accepted for furnishing all labor, materials and equipment for the work of constructing
<br /> the Canyon Crest Blkeway from Pennsylvania Avenue to Central Avenue. All other bids
<br /> were rejected, and the bonds submitted with sald rejected bids were released from
<br /> ther llabtll~y; the Clty Attorney was requested to prepare the necessary contract; and
<br /> execution of the contract was authorized and dlrected upon approval by the Clty Attorney
<br /> o£ the requlred performance bonds. Further, a written report was submitted from the Act-
<br /> fng City ~Lsnager and the Public Works Director recommending that the Clty Council (1) ap-
<br /> prove the transfer of ~3,000 ~rom Hlscellaneous Street Construction Account
<br /> 30-57500-31300 to Canyon Crest Bikeway Account 30-57500-27900; (2) approve the addltton
<br /> of ~10,000 in estfmated revenues received from Senate Btll 821-Bicycle and Pedestrian
<br /> Projects Program to the Capital Outlay Fund; and (3) approprfate ~10,000 of Capital Out-
<br /> lay Funds to Account 30-57500-279. The recommendations were approved as presented.
