<br />The Minutes of the Meetings of August 17 and 21, 1990, were approved as submitted.

<br />The Chair recognized the presence in the audience of Dick Robinson representing the Riv-
<br />erside Chamber of Co~merce, Bob Raven representing the Arlington Chamber of Commerce,
<br />Pete SapuCo representin~ the La Sierra Chamber of Commerce, Tim Burgess representing the
<br />Hunter Park-Northside Chamber of Commerce and Diane Castleman representing the
<br />University-Canyon Crest Chamber of Co~nerce.

<br />The following items, presented to the City Council on the Consent Calendar for considera-
<br />tion, were approved by one motion affirming the actions appropriate to each item.

<br />ZONING CASE C-3-901 (REV.) - J. MORRISStY, ET AL. - CENTER NEAR CORNER CENTER AND ORANGE
<br />A communication was presented from the City Planning Comm/ssion advising that, on Au-
<br />gust 9, 1990, the Commission, by a vote of 8 ayes to 0 noes, approved subject to condi-
<br />tions the request of J. Morrissey, et el., Zoning Case C-3-901 (Revised), for a revised
<br />conditional use permit to establish a 77-u~/t mobile home park, recreation center, open
<br />space and parkin~ on approximately 12.7 vacant acres of land situated on the southeast
<br />side of Center Street approximately 220 feet from the southeast corner of Center and Or-
<br />an~e Streets, in Zone R-1-65; and determined that the proposal would not have a signifi-
<br />cant adverse effect on the environment. The Commission's approval was upheld by the
<br />City Council.

<br />A c~mnunication was presented from the City Planning Commission advisin~ that, on Au-
<br />gust 9, 1990, the Commission, by a vote of 8 ayes to 0 noes, approved subject to condi-
<br />tions the request of Robert K. McKernan, Zonin~ Case MP-1-901 (Revised), for a revised
<br />industrial plot plan consisting of two industrial ~uildings, landscaping and related
<br />off-street parkin~ on approximately three vacant acres of land at 1140 PalmSrite Avenue,
<br />situated on the south side of Palmyrite Avenue approximately 590 feet easterly of Iowa
<br />Avenue, in Zone MP; and determined that the proposal would not have a significant ad-
<br />verse effect on the environment. The Commission's approval was upheld by the City Coun-
<br />cil.

<br />CASE VAC-3-901 - COTTONWOOD BETWEEN BARTON AND MISSION GROVE NORTH, NLY. OF ALESSANDRO
<br />A c~unication was presented from the City Planning Co~ssion advisin~ that, on Au-
<br />gust 9, 1990, the Commission, by a vote of 8 ayes to 0 noes, approved subject to condi-
<br />tions the request of the Metropolitan Water District, Case VAt-3-901, to vacate an
<br />proximate 30-foot-wide by 1,978-foot-long potion of Cottonwood Avenue, situated between
<br />Barton Road and Mission Grove Parkway North, northerly of Alessandro Boulevard; and de-
<br />termined that the proposed vacation would not have a significant adverse effect on the
<br />environment. The Public Works Department was requested to furnish the necessar~ legal
<br />description, and the City Attorney was authorized to prepare the appropriate resolution
<br />for City Council consideration to set the matter for public hearing.

<br />ENVIRONMENTAL PROTECTION COMMISSION

<br />CASE EPC-19-889 - PROPOSED GRADING PLAN, TRACT 23678 - EAST TERMINUS OF OVERLOOK PARKWAY
<br />A communication was presented from the Environmental Protection Commission advising
<br />that, on August 15, 1990, the Commission reconsidered a mitigation measure for the
<br />grading plan for Tract 23678, an approved subdivision of approximately 19 acres of land
<br />into nine single-family residential lots, located at the east terminus of Overlook Park-
<br />way, in Zone RC; and, by a vote of 6 ayes to 0 noes, determined that Mitigation Measure
<br />1.c. he deleted, and a new Mitigation Measure 1.c. he substituted as follows: Official
