CITY OF RIVERSIDE <br /> <br />COUNCI LMEMBERS <br /> <br /> Minutes of Adjourned Regular Meeting the City Council <br /> Date of Meeting: June 21, 1991 <br /> Time of Meeting: 9 A.M. <br /> mace o~ ~cing: m~cb moo= co~=en~ ~oem, city H~n ~,, '~ <br /> <br />' ~ou~ ................................................................................ <br /> <br />BUDGET DISCUSSION <br />Mayor Frizzel announced that discussion would continue on the Preliminary Budget for the <br />City of Riverside for Fiscal Year 1991-92, as prepared and submitted by the City Man- <br />ager, and noted the presence of members of the citizen's budget advisory committee, <br />staff members and other interested persons. <br /> <br />Budget staff distributed copies o~ the Fiscal Year 1991-92 Budget Worksbeet dated <br />June 21, 1991, and copies of Supplemental Budget Requests from the Police Department, <br />the Sewerage System Division of the Public Works Department, and the Electric and Water <br />Divisions of the Public Utilities Department. <br /> <br />RIVERSIDE ARTS FOUNDATION <br />Ms. Sally Anderson, President-Elect of the Riverside Arts Foundation, discussed their <br />written commumication regarding the financial position of the Foundation, and she and <br />Ms. Mary Lee Peters, Executive Director of the Foundation, answered questions from the <br />City Council. Following discussion, the City Council tentatively approved funding for <br />the Foundation at the Fiscal Year 1990-91 level. <br /> <br />Councilwoman Mansfield entered at this time. <br /> <br />Following discussion relative to items 21, 22, 23, 25, 26, 27 and 28 'listed on the <br />Budget Worksheet, the following acttons were taken: <br /> <br />The City Council tentatively approved reducing the Contingency Reserve by 5200,000. <br /> <br />The City Council tentatively approved reducing the appropriation for Western River- <br />side Council of Governments (WRCOG) by 516,570. <br /> <br />The City Council tentatively approved assessing a Street Replacement Charge to the <br />Sewer Fund in the amount of 5950,000, effective May 1, 1991. <br /> <br />RECESS <br />At 11:50 a.m., following a lengthy discussion relative to issues such as recycling, <br />trash pickups, street light charges and other matters relating to balancing the proposed <br />budget, the City Council recessed for lunch, and reconvened at 1 p.m. <br /> <br />Following further discussion, the City Council tentatively approved the following: Levy <br />the Street Light Assessment at 95 percent for Fiscal Year 1991-92; increase the Property <br />Transfer Tax charged on the transfer of real property within the City of Riverside to <br />51.10 per 5500 of assessed valuation; allocate ~396,000 for the Police Department Sup- <br />piemental Budget requests for a cadet program and four additional bike officers; reduce <br />the Contingency Reserve by an additional 556,000; and retain one-third of the private <br />refuse haulers Franchise/Service Charge paFment for the General Fund in the amount of <br />5500,000, effective May 1, 1991. <br /> <br />The City Council tentatively approved decreasing the Contingency Reserve by an addi- <br />tional ~75,000 to provide funds for the Police Department Management Audit. <br /> <br />The City Council tentatively approved Item 27, the final report correcting errors and <br />omissions for the Fiscal Year 1991-92 Budget, and Item 28, the Supplemental Budget Re- <br />quest for Historic Resources, as listed on the Budget Worksheet submitted this date. <br /> <br />The City Council also tentatively approved the Supplemental Budget Requests for the <br />Sewerage Systems Division of the Public Works Department and the Electric and Water <br />Divisions of the Public Utilities Department. <br /> <br />ADJOURNMENT <br />At 2:15 p.m., the Mayor declared the Adjourned Regular Meeting of the City Council ad- <br />Journed to an Adjourned Regular Meeting to be held in the Council Chamber, City Hall, on <br />Tuesday, June 25, 1991, at 10 a.m., to conduct interviews of candidates for appointment <br />to the Visitors and Convention Board. _~~ <br /> - <br /> CITY CI,, <br /> <br />,Motion <br />Second <br />,All Ayes <br /> <br />:Motion <br />~Second <br />~All Ayes <br />, <br />:Motion <br />~Second <br />}Ayes <br />,Noes <br /> <br />Motion <br />Second <br />:All Ayes <br /> <br /> Motion <br /> Second <br /> All Ayes <br /> <br /> Motion <br /> Second <br /> All Ayes <br /> <br /> Motion <br /> Second <br /> All Ayes <br /> <br />I I <br />IXl <br />I I I I <br />I I <br />' ' ' ' 'X'X' <br /> XI <br />Ill I I I I I <br /> I I I I <br /> X ,X, <br /> , ! <br /> <br /> 'l' <br /> ! ! <br /> <br /> ! ! <br /> <br /> s <br /> ,X, <br /> , <br /> <br /> IXl <br /> I I <br />:x:: <br /> <br /> ! <br /> <br /> <br />
