<br />CASE EPC-80-901 - PROPOSED VILLEGAS PARK COMMUNITY CENTER IMPROVEMENTS
<br />A communication was presented from the Environmental Protection Commission advisinR that,
<br />on May 15, 1991, the Co-,,ission reviewed the Environmental Review Record for the pro-
<br />Dosed utilization of Community Development Block Grant funds for exterior and drainaRe
<br />improvements of Ville2as Park Community Center; and, by a vote of 9 a~es to 0 noes, rec-
<br />ommended that a FindinR of No Significant Impact (FONSI) can be made, and that the proj-
<br />ect ~rlll not si~nificantly affect the quality of the human environment, Case EPC-80-901.
<br />The City Council upheld the Commission's recommendation.

<br />DRAFT ENVIRONMENTAL IMPACT STATEMENT - PROPOSED MARCH AIR FORCE BASE REALIGNMENT
<br />A communication was presented from the Environmental Protection Commission advisinR that,
<br />on May 15, 1991, the Commission reviewed a Draft EnvironmenCal Impact Statement (DEIS)
<br />for the proposed March Air Force Base realignment; and, by a vote of 9 ayes to 0 noes,
<br />(1) reco~ended that, in addition to the listed topics, the forthcomin~ final Environ-
<br />mental Impact Statement specifically address (a) potential traffic-related impacts and
<br />mitigation measures to major streets and intersections ~Fithin a reasonable sphere of in-
<br />fluence outside of March AFB, includinR Alessandro and Van Buren Boulevards, and (b) how
<br />the expansion of the March AFB wastewater treatment plan is to be accomplished to cor-
<br />rect existin~ deficiencies and where the treated effluent will be discharRed; and
<br />(2) forwarded this recommendation to the City Council and in turn to March AFB for their
<br />consideration. The City Council upheld the Commission's recommendations.

<br />BID NO. 4743 - WILDLAND FIREFIGHTING PROTECTIVE GARMENTS - FIRE DEPT., SUPPRESSION DIV.
<br />In consideration of the recommendation from the Purchasing Services Manager and the Fire
<br />Department, the hid of Halprin Supply Company, in the amount of ~21,981.60, was accepted
<br />for furnishin~ and delivering to the Fire Department, Suppression Division, 150 sets of
<br />wildland firefi~htin~ protective ~arments. All other bids were rejected; and the Pur-
<br />chasin~ Services Manager was authorized to proceed with the purchase by Purchase Order.

<br />BID NO. 4768 - OXYGEN ANALYZER WIT}{ ACCESSORIES - PUBLIC WORKS DEPARTMENT, SEWERAGE SYS-
<br />TEMS DIVISION
<br />In consideration of the recommendation from the Purchasin~ Services Manazer and the Pub-
<br />lic Works Department, the bid of Royce Instrument Corporation, c/o R. C. Hoffman Co.,
<br />Inc., i~ the amount of ~61,011.72, as the most local bidder of the three identical bids
<br />received who can provide the quickest service on maintenance of the unit if needed to-
<br />gether with repair parts, was accepted for furntshin~ and deliverin~ to the Public Works
<br />Department, SeweraRe Systems Division, a dissolved oxygen analyzer with accessories.
<br />This is allowable under the provision of Purchasin~ Resolution No. 14797, Section V,
<br />Subsection 506. All other bids were rejected; and the Purchasing Services Manager was
<br />authorized to proceed with the purchase by Purchase Order.
