CITY OF RIVERSIDE <br /> <br /> In the absence of the Hayor and all Members of the City Council, the City Clerk announced <br /> that the closed sessions have been rescheduled to 3 p.m. this date, following the public <br /> hearing. <br /> <br /> At 3 p.m. the City Council convened with all Members present, and with Hayor Frizzel pre- <br /> siding. <br /> <br /> PUBLIC HEARING BEFORE THE CITY COUNCIL AT 3 P.M. <br /> <br /> INCREASE OF BUILDING-RELATED PROCESSING AND PERMIT FEES - RESOLUTIONS <br /> 3 P.M.--Hearin~ was called to consider the approval and adoption of the appropriate reso- <br /> lutions to increase building-related processing and permit fees, and to adopt the latest <br /> building valuation data schedule published b~ the International Conference of Building <br /> Officials; said increased fees to become effective no sooner than 60 days following adop- <br /> tion of the resolutions. A written report was presented from the City Manager and the <br /> Planning Director, concurred in by the Assistant City Manager-Development, recommending <br /> that the City Council adopt the resolutions attached to the report establishing updated <br /> building valuation data to be used as the basis for calculating building permit and build- <br /> ing plan check fees; and incorporating Table 3A of the 1988 edition of the Uniform Build- <br /> ing Code to reflect the new building permit and plan check fees and including additional <br /> revenue for a proportionate share of the City's annual costs for maintaining the General <br /> Plan, these fees to become effective on July 1, 1991. The Deputy Planning Director <br /> briefly reviewed the report and answered questions. One oral protest was presented and <br /> considered. No written protests were presented. The public hearing was officially <br /> closed. The recommendations were approved as presented; and <br /> <br /> Resolution No. 17739 of the City Council of the City of Riverside, California, Adopt- <br /> ing a Construction Valuation Schedule Effective July 1, 1991 for Determining Certain <br /> Fees to be Charged Under the Provisions of Title 16 of the Riverside Hanicipal Code; <br /> and Repealin~ Resolution No. 16859; and <br /> <br /> Resolution No. 17740 of the City Council of the City of Riverside, California, Amend- <br /> in~ Section 3 of Resolution No. 17667 Establishin8 Community Development Fees b~ <br /> Amending Paragraph (a) of Subsection S-O01 'Relating to Building Plan Checking to In- <br /> clude a 15% Surcharge for Costs Related to the Annual Maintenance of the City's Gen- <br /> eral Plan; and by Amending Paragraph (a) of Subsection S-002 Relating to Construction <br /> Review and Inspection b~ Amendin~ Subparagraph (1) to Include a 15% Surcharge for <br /> Costs Belated to the Annual Maintenance of the City's General Plan on the Permit <br /> Fees, and by Amending Item (i) of Subparagraph (2) to Provide for a Revised Building <br /> Permit Fee Schedule; All to Become Effective as of July 1, 1991, <br /> <br />were presented; and the titles having been read, and further reading waived by the unani- <br />mous consent of Councilmembers present, were adopted. <br /> <br />!CLOSED SESSIONS <br />The Mayor announced that the City Council would recess to closed sessions to consider per- <br />sonnel matters pursuant to Government Code Section 54957; to confer with its attorney re- <br />:garding pending litigation pursuant to Government Code Section 54956.9(B)(1); and also, <br />;pursuant to Government Code Section 54956.8, to give instructions to the City's negotia- <br />;tor regarding negotiations with the Holy Sepulcher of Jerusalem, the Roman Catholic <br />IBishop of San Bernardino and the Roman Catholic Bishop of San Diego concerning the pur- <br />=chase of the property located north of Alessandro Boulevard and required for Sycamore <br />,Canyon Wilderness Park. <br />, <br />, <br />=The Mayor and Members of the City Council recessed to the Conference Room adjoining the <br />;Council Chamber. <br />, <br />, <br />;RECESS <br />,'At 4:s5 p.m., following completion of the closed sessions, the City Council .recessed; and <br />~reconvened at 5 p.m. in the City Hall Fifth Floor Conference Room for a dinner meeting <br />~with the Members of the Board of Public Utilities. <br />s <br />, <br />, <br />, <br />! <br />, <br /> <br />Motion <br />Second <br />All Ayes <br /> <br />x: x: x: x: x: x: x. <br /> <br />76-398 <br /> <br /> <br />
