CITY OF RIVERSIDE In the absence of the Hayor and all Members of the City Council, the City Clerk announced that the closed sessions have been rescheduled to 3 p.m. this date, following the public hearing. At 3 p.m. the City Council convened with all Members present, and with Hayor Frizzel pre- siding. PUBLIC HEARING BEFORE THE CITY COUNCIL AT 3 P.M. INCREASE OF BUILDING-RELATED PROCESSING AND PERMIT FEES - RESOLUTIONS 3 P.M.--Hearin~ was called to consider the approval and adoption of the appropriate reso- lutions to increase building-related processing and permit fees, and to adopt the latest building valuation data schedule published b~ the International Conference of Building Officials; said increased fees to become effective no sooner than 60 days following adop- tion of the resolutions. A written report was presented from the City Manager and the Planning Director, concurred in by the Assistant City Manager-Development, recommending that the City Council adopt the resolutions attached to the report establishing updated building valuation data to be used as the basis for calculating building permit and build- ing plan check fees; and incorporating Table 3A of the 1988 edition of the Uniform Build- ing Code to reflect the new building permit and plan check fees and including additional revenue for a proportionate share of the City's annual costs for maintaining the General Plan, these fees to become effective on July 1, 1991. The Deputy Planning Director briefly reviewed the report and answered questions. One oral protest was presented and considered. No written protests were presented. The public hearing was officially closed. The recommendations were approved as presented; and Resolution No. 17739 of the City Council of the City of Riverside, California, Adopt- ing a Construction Valuation Schedule Effective July 1, 1991 for Determining Certain Fees to be Charged Under the Provisions of Title 16 of the Riverside Hanicipal Code; and Repealin~ Resolution No. 16859; and Resolution No. 17740 of the City Council of the City of Riverside, California, Amend- in~ Section 3 of Resolution No. 17667 Establishin8 Community Development Fees b~ Amending Paragraph (a) of Subsection S-O01 'Relating to Building Plan Checking to In- clude a 15% Surcharge for Costs Related to the Annual Maintenance of the City's Gen- eral Plan; and by Amending Paragraph (a) of Subsection S-002 Relating to Construction Review and Inspection b~ Amendin~ Subparagraph (1) to Include a 15% Surcharge for Costs Belated to the Annual Maintenance of the City's General Plan on the Permit Fees, and by Amending Item (i) of Subparagraph (2) to Provide for a Revised Building Permit Fee Schedule; All to Become Effective as of July 1, 1991, were presented; and the titles having been read, and further reading waived by the unani- mous consent of Councilmembers present, were adopted. !CLOSED SESSIONS The Mayor announced that the City Council would recess to closed sessions to consider per- sonnel matters pursuant to Government Code Section 54957; to confer with its attorney re- :garding pending litigation pursuant to Government Code Section 54956.9(B)(1); and also, ;pursuant to Government Code Section 54956.8, to give instructions to the City's negotia- ;tor regarding negotiations with the Holy Sepulcher of Jerusalem, the Roman Catholic IBishop of San Bernardino and the Roman Catholic Bishop of San Diego concerning the pur- =chase of the property located north of Alessandro Boulevard and required for Sycamore ,Canyon Wilderness Park. , , =The Mayor and Members of the City Council recessed to the Conference Room adjoining the ;Council Chamber. , , ;RECESS ,'At 4:s5 p.m., following completion of the closed sessions, the City Council .recessed; and ~reconvened at 5 p.m. in the City Hall Fifth Floor Conference Room for a dinner meeting ~with the Members of the Board of Public Utilities. s , , , ! , Motion Second All Ayes x: x: x: x: x: x: x. 76-398
