D~T E~IRO~ ~A~ ~PORT - 1991 AIR QU~I~ ~A~ ~ A c~unica=ion was presented fr~ ~he Enviro~ntal Pro=st=ion C~ssion ad~si~ on April 10, 1991, the C~ssion reviewed a Draft Enviro~ental I~act Report (DEIR) prepared by ~he South Code= ~r Quality ~uge~nt District f6r =he 1991 ~r Quality ~n- a~ement Plan (A~); and, by a vote of 7 ayes to 0 noes, rec~naed =hat the City Coun- cil (1) support in concept the proposed 1991 A~ and the findings of =he DEIR subject no =he follo~ng: (a) that the 1991 A~ clarify =he relationship and req~r~ents of the ~local gover~ent la~ use, transportation and ener~ measures contained in Appendix IV E of the 1991 A~ in c~parison =o the proposed indirect source con=to1 measures contained in Appendix IV C of the Plan, (b) t~t =he 1991 AQ~ clearly state what measures are going Co be enforced ~ regio~l mle~kin8 by =he District ~ich ~y, therefore, defer ,local governshE action until =he Dis=tic= mles are in place--this is particularly di- , rec=ed towards ~hose indirect source measures that overlap Appendix IV E measures, ,(c) ~ha= the 1991 A~ should sta~e t~E local gover~en= implemn=a=ion measures sug- gested in the Plan are a me~ of at=ions from which local governments can 'choose =o ,achieve a their fair s~re reductions in air e~ssions, and (d) =ha= =he 1991 AQ~ in- ~clude specific c~=men=s by the Dis=ric~, including time frees, ~o prancing model o~ 3di~nces and other progr~s for local govermnCs to u~ilize in fulfilling =heir responsi- bilities under the AQ~; and (2) fomard =hess recomenda~ions =o the SCA~ for their 'consideration. The City Council upheld =he Co~ssion's recomendaUlons. 76-386
