The Mayor read a Proclamation proclaiminS April 29, 1991, through May 3, 1991, as Public Health }leek, the Proclamation to be given to a representative of the Riverside County Health Department. The Chair recognized the presence in the audience of Tim Burgess representinS the River- side and Hunter Park-Northside Chenbers of Commerce, Chris McKnight representinS the Arl- inkton Chamber of Commerce, Doug Wardie representing the La Sierra Chamber of Commerce and Sara Rundie representinS the UniversitT-Canyon Crest Chamber of Counerce. CONSENT CALENDAR The followin~ items, presented to the City Council on the Consent Calendar for considera- tion, were approved by one motion affirming the actions appropriate to each item. PLANNING DEPARTMENT TIME EXTENSION ON CONDITIONS OF APPROVAL - ZONINC CASE R-29-878 - 7714-18 INDIANA A c~untcation was presented from Robert B. Blumenthal, Project Manager, MecTavish & MetDuff Development Company, requesting a time extension in which to cemplete the condi- tions of approval under ZoninS Case R-29-878, relatinS to approximately 2.5 acres of land at 7714-18 Indiana Avenue, situated on the southeasterly side of Indiana Avenue northeasterly of Jefferson Street. The City Council approved a zone change from Zone R-1-65 to Zones C-3-S-2-X on Berth 15, 1988; and this is the second request for a rime extension. This case has been active less than five years and is eligible for a one- year time extension without a public hearinS. The time extension was granted to March 15, 1992. CITY E6aqAGER GRAFFITI ABATEMENT PROGRAM- CONTINUED In consideration of the recommendation from the City Manager, presentation of the report relative to the City of Los Angeles' graffiti program was continued until April 9, 1991. CANCELLATION OF LOAN AGREEMENT - DE VONNE ARMSTRONG A written report was submitted from the City Manager and the Assistant Director for Business/Community Development, concurred in by the Development Director and the As- sistant City Mendget-Development, recommending that the City Council approve the can- cellarion of the $75,000 loan aZreement with DeVonne Armstrong relative to upgradinS the exterior of his property at 2833 University Avenue. The recommendation was approved as p re sent ed. REORGANIZATION OF THE DEVELOPMENT DEPARTMENT - RESOLUTION ; A written report was submitted from the City Manager and the Development Director, con- s curred in by the Assistant City Manager-Development, the Assistant City Manager and the s Personnel Director, recmndinS that the City Council (1) approve the organizational re- s structurinS and budget amendments necessar7 to teassign programs previously conducted by s che HousinS Division to the Redevelopment, Business/Community Development and Finance/ sAdministration Divisions within the Development Department, effective March 1, 1991; s(2) approve the transfer of the HousinS/Neighborhood Improvement and Business/Community s Development Divisions to the new Community Development & Neighborhood Conservation Divi- sion and authorize the transfer of the Development Coordinator position and associated ,Motion Second , Ayes ,Not Voting Motion Second ;All Ayes IXI I 76-365
