<br />The Pledge of Allegiance was given to the Flag.

<br />Following discussion and without formal motion, the City Council formed a committee con-
<br />sisting of Councilmembers Buster, Clifford and Thompson to discuss possible guidelines
<br />for the giving of the Invocation and greater participation by all denominations in the
<br />City, with a report to be presented to the City Council in two weeks.

<br />The Minutes of the Meeting of November 26, 1991, were approved as submitted.
<br />
<br />Mayor Frizzel called on Romayne Chtnnock representing the Riverside Chamber of Commerce,
<br />who introduced Carols Gudde representing the Arlington Chamber of Commerce, David
<br />Geriguis representing the La Sierra Chamber of Commerce, Ken McNiel representing the
<br />Magnolia Center Chamber of Commerce, Chuck Chandler representing the Hunter Park-
<br />Northside Chamber of CoMnerce, Gary Cordray representing the University-Canyon Crest
<br />Chamber of Commerce and Vindar Batoosing representing the Downtown Chamber of Commerce.

<br />CONSENT CALENDAR
<br />The following items, presented to the City Council on the Consent Calendar for considera-
<br />tion, were approved by one motion affirming the actions appropriate to each item.

<br />ENVIRONMENTAL PROTECTION COMMISSION
<br />
<br />CASE EPC-20-912 - PROPOSED GRADING PLAN - 2379 ARROYO
<br />A communication was presented from the Environmental Protection Commission advising that,
<br />on November 13, 1991, the Commission, by a vote of 9 ayes to 0 noes, determined that, al-
<br />though a proposed grading plan for the addition of a cabaria (guest house) and swimming
<br />pool on an approximately 1.05-acre parcel at 2379 Arroyo Drive, developed with a single-
<br />family residence, generally situated on the northerly side of Arroyo Drive easterly of
<br />Victoria Avenue, in Zone R-1-125, could have a significant effect on the environment,
<br />there will not be a significant effect in this case if certain mitigating measures are
<br />agreed to by the applicant and are required as part of the conditions of approval of the
<br />project; and recomended that the City Council adopt a Mitigated Negative Declaration,
<br />Case EPC-20-912. The Commisston's finding was upheld by the City Council; and the
<br />Mitigated Negative Declaration was adopted.

<br />CASE EPC-22-912 - PROP. GRADING PLAN - HUNTER BUSINESS PARK (PARCEL MAP 26172, PARCEL 6)
<br />A communication was presented from the Environmental Protection Commission advising that,
<br />on November 13, 1991, the Commission, by a vote of 11 ayes to 0 noes, determined that,
<br />although a proposed grading plan for the excavation and bioremediation of contaminated
<br />soil underneath three previously removed above-ground oil storage tanks located within
<br />Hunter Business Park (Parcel Map 26172, Parcel 6), generally located southerly of Spring-
<br />brook Wash north of Palmyrita Avenue and west of Mr. Vernon Avenue, in Zone MP, could
<br />have a significant effect on the environment, there will not be a significant effect in
<br />this case if certain mitigating measures are agreed to by the applicant and are required
<br />as part of the conditions of approval of the project; and recommended that the City Coun-
<br />cil adopt a Mitigated Negative Declaration, Case EPC-22-912. The Commission's finding
<br />was upheld by the City Council; and the Mitigated Negative Declaration was adopted.

<br />DRAFT ENVIRONMENTAL IMPACT REPORT - PROPOSED SECONDARY WASTEWATER TREATMENT PLANT EXPAN-
<br />SION - CITY OF COLTON
<br />A communication was presented from the Environmental Protection Commission advising that,
<br />on November 13, 1991, the Commission reviewed a Notice of Preparation by the City of Col-
<br />ton for a Draft Environmental Impact Report for the 3.0 MGD Secondary Wastewater Treat-
<br />ment Plant Expansion; and, by a vote of 9 ayes to 0 noes, (1) concurred with the list of
<br />topics proposed to be addressed in the forthcoming Draft EIR; and (2) forwarded this rec-
<br />ommendation to the City Council for review and approval and, in turn, to the City of Col-
<br />ton for their consideration. The City Council approved the Commission's recommendations.
