Ralston, etc., et el., v. Jerry James Cholack, etc., et el., Riverside County Superior Court Case No. 200838. e RECESS iAt 2:30 p.m., following completion of the closed session, the City Council recessed; and reconvened at 3 p.m. with all Councilmembers present except Councilwoman Mansfield, and ;with Mayor Frizzel presiding. ~X~ ,. [PUBLIC HEARING BEFORE THE CITY COUNCIL AT 3 P.M. [ZONING CASE C-30-656 (REVISED) - 6115 ARLINGTON - REVIEW - CONTINUED 3 P.M'.--Hearing was called on the request of Harvest Christian Fellowship, Zoning Case C-30-656 (Revised), for a revised conditional use permit to add an approximately 160-space parking area on approximately O.76-acre of land to an approximately 12-acre church and school facility at 6115 Arlington Avenue, situated on the northeast corner of ~Arlington Avenue and Nell Street, in Zone R-1-65. In conjunction with conditional use [ permit hearings, the City Council is authorized to grant variances to the Zoning Ordinance as deemed appropriate. This matter was set for public hearing by the City Council on November 5, 1991. Principal Planner Gutierrez advised that the applicant has Motion ~X~ requested a three-week continuance. Following a brief discussion, the hearing was con- Second ~X~ tinued to December 17, 1991, at 2 p.m. All Ayes PUBLIC WORKS DEPARTMENT HIDDEN VALLEY WILDLIFE AREA WETLANDS PROJECT t The Public Works Director introduced Ms. Gall Briggs, Operations Manager at the Sewage Treatment Plant, who made an oral and slide presentation regarding the alternative of creating a wetlands in the Hidden Valley Wildlife Area as a means of removing nitrogen from the City Wastewater Treatment Plant discharge. Copies of a Draft Report prepared , by John Carollo Engineers regarding the Hidden Valley Wetlands Enhancement Project were distributed. Following discussion with Ms. Briggs and the Public Works Director, the t City Council requested Councilwoman Pearson to work with the Mayor, City Manager and ~Motion ~X~ , , other appropriate staff and report on December 23, 1991, with recommendations as to how ,Second mXt to proceed with a proposed wetlands plan in the Hidden Valley Wildlife Area. i All Ayes RECESS At 3:50 p.m., the City Council recessed; and reconvened at present except Councilwoman Mansfield. 6:30 p.m. will all Members Mayor Frizzel announced that Councilwoman Mansfield is ill. Mayor Frizzel called on Jolene Anderson representing the Greater Riverside Chambers of Commerce and the Downtown Chamber of Commerce, who introduced Rich Biber and Bill Dye representing the Arlington Chamber of Commerce, Jimmy Taros;an representing the La Sierra Chamber of Commerce, Rance Garrett representing the Magnolia Center Chamber of Commerce, Herrick Johnson representing the Hunter Park-Northside Chamber of Commerce and Diane Castleman representing the University-Canyon Crest Chamber of Commerce, Motion Second All Ayes I 77-184
