L .................................................mz _ <br /> Roll Call: Present :X:XZX:X:X:X:X: <br /> <br /> The Invocation was given By the Reverend Ruthie Thomason, Bethel Christian Center. <br /> <br /> The Pledge of Allegiance was given to the Flag. <br /> <br /> MI~TES <br /> The Minutes of the Meeting of November 5, 1991, were approved as submitted. <br /> <br />PRESENTATIONS <br />Mayor Frizzel introduced Ann Morschl, Area Manager of Pacific Bell, who presented a <br />Proclamation to a representative of the Pacific Telesis Foundation for their donation of <br />,63,000 in cluster grants in support of the homeless in Riverside City and County. <br /> <br />Mayor Frizzel presented a Proclamation to Earl Lippold, Chairman of the Riverside Opti- <br />mist Club Youth Appreciation Committee, proclaiming November 10-16, 1991, as Youth <br />Appreciation Week in the City of Riverside. <br /> <br />CANVASS OF ELECTION RETURNS - GENERAL MUNICIPAL ELECTION <br />This being the time and place fixed for the report of the City Clerk on the canvass of <br />the returns of the General Municipal Election held on the 5th day of November, 1991, the <br />Mayor called upon the City Clerk to read the results of said canvass of returns of said <br />election and the absentee votes cast at said election, as heretofore authorized by <br />Resolution of the City Council. Following presentation of the certification of the re- <br />sults by the City Clerk, the following actions were taken: <br /> <br />GENERAL MUNICIPAL ELECTION - DECLARING THE RESULTS - RESOLUTION <br />Resolution No. 17890 of the City Council of the City of Riverside, California, Re- <br />citing the Fact of the General Municipal Election Held in Said City on the 5th Day <br />of November, 1991, Declaring the Results Thereof and Setting Forth Such Other Mat- <br />ters as are Provided by Law, was presented; which declared that, as the result of <br />said election, Ronald Loveridge was elected as Member of the City Council from the <br />First Ward to serve for the full term of four years; Alex Clifford was elected as <br />Member of the City Council from the Fifth Ward to serve for the full term of four <br />years; and Laura Pearson was elected as Member of the City Council from the Seventh <br />Ward to serve for the full term of four years; and further declaring that Joy Defen- <br />baugh and Rance Garrett were the two candidates receiving the highest number of <br />votes cast for Member of the City Council of the Third Ward, but inasmuch as no one <br />received a majority of the votes cast, a Special Municipal Election would be con- <br />ducted in not less than 45 days nor more than 70 days; and the title having been <br />read, and further reading waived by the unanimous consent of Councilmembers present, <br />was adopted and ordered set forth in full in the Minutes. <br /> <br />ORDERING, CALLING AND GIVING NOTICE OF SPECIAL MUNICIPAL ELECTION - RESOLUTION <br />Inasmuch as a Special Municipal Election is to be called because no candidate re- <br />ceived a majority of the votes cast in Ward 3, the City Council selected January 14, <br />1992, for a Special Municipal Election with the names of the two candidates receiv- <br />ing the highest number of votes for the office of Member of the City Council from <br />Ward 3 to be placed on the ballot.
