L z L, z =, E .................................................w ,, <br /> I <br /> Roll Call: Present X X X X~X~A~A~ <br /> <br /> ~OSED SESSIONS <br /> The City Clerk announced that the Mayor and City Council ~d recessed to the Conference <br /> Room adJoini~ the Council Chamber for closed sessions (1) purs~nt to Govern~nt Code <br /> Section 54956.9(a) ~o confer wi~h its attorney ~garding pending litigation ~hich ~s <br /> been initiated foreally and to ~hich the City is a party--the title of the litigation <br /> being Arnold Patu, et al., v. the City of Riverside, et al., Riverside Superior Court <br /> Case No. 205638; (2) to co~er ~th its attorney regarding pendi~ litigation pursuant <br /> to Government Code Section 54956.9(b)(1) in that there is a significant exposure <br /> litigation regarding the claim filed by Michael and Judy Lockwood (Claim No. 91-8-23).; <br /> and (3) to consider personnel matters pursuant to Government Code Section 54957. <br /> <br /> Councilwomen Thompson and Pearson entered during the above closed sessions. <br /> The Mayor and Members of the City Council returned to the Council Chamber. <br /> PUBLIC HE~INGS B~FO~ THE CITY COUNCIL AT 3 P.M. <br /> <br /> CO~HENSI~ HOUSING ~FORDBILITY ST~GY <br /> 3 P.M.--Hearing was called to receive c~ments on the City's Comprehensive Housing <br /> Affordability Strategy (C~S). The C~S provides J~ormation on a community profile, <br /> current and projected needs, imp~iments in policies and processes, a five-year strategy <br /> and one-year plan as it relates to affordable housi~ in the City of Riverside. The <br /> ~S is a federal requirement of the City of Riverside under Title 1 of the Natio~l <br /> Affordable Housing Act in order to receive future funds under the Community Development <br /> Block Grant Program, HO~ Program, HOPE I, II and III Programs, Section 108 Programs and <br /> other federally funded housing programs. A written report was presented from the City <br /> Manager and the Assistant Development Directo~Community Development and Neighborhood <br /> Conservation, concurred in by the Development Director and the Assistant City Manager- <br /> Development, reckending that the City Council (1) approve the C~prehensive Housing <br /> Affordability Strategy, as prepared; and (2) authorize execution of the C~S by the <br /> Mayor on behalf of the City of Riverside and its su~ittal to the U. S. ~partment of <br /> Housi~ and Urban Development. No one was present ~sM~ to speak on the matter. No Motion ~X~ <br /> written protests were presented. All Ayes <br /> <br /> 1990 NATION~ ELECTRIC~ CODE - ~SOLUTION A~P~D - ORDIN~CE I~RODUCED <br /> 3 P.M.--Heari~ was called on the proposed adoption of the 1990 Edition of the Electri- <br /> cal Code and modifications or changes thereto. A ~itten report was presented from the <br /> City Manager and the Planni~ Director, concurred in by the Assistan~ City Manager- <br /> Development, recommending that the City Council (1) introduce the ordinance attached <br /> the report adopting the 1990 National Electrical C~e as required by the Building Stan- <br /> dards Co~ission of the State of Caltfo~ia with no change to the amendments previously <br /> adopted by the City of Riverside addressing local issues; and (2) adopt the appropriate <br /> resolution ~king findings as required by State law to support local ~endments to the <br /> 1990 National Electrical Code. No one was present ~shi~ to speak on the ma~ter. No <br /> ~itten protests were presented. The public hearing was officially closed. The recom- <br /> mendations were approved as presented; and <br /> <br /> Re~lution No. 17881 of the City Council of the City of Riverside, Califo~ia, Making <br /> Its Findings as Required by Section 17958.7 of the California Health and Safety Code <br /> Relating to the Adoption of the 1990 Edition of the Natio~l Electrical Code, was <br /> presented; and the title ha~ been read, and further readi~ waived by the unani- <br /> mous consent of Councilmembers present, was adopted; and <br /> <br /> an ordinance entitled, "An Ordi~nce of the City of Riverside, California, ~ending Motion ~X~ <br /> Chapter 16.16 of the Riverside Municipal Code in Order to Adopt the 1990 Edition of Second <br /> the National Electrical Code," was presented and introduced. All Ayes <br /> <br /> ZONING CASE R-18-901 - PROSPECT ~ OLInWOOD - MODIFICATION OF CONDITIONS OF APPROV~ <br /> 3 P.M.--Heari~ was called to consider proposed revised and/or deleted conditions of ap- <br /> proval relative to the request of the Press Enterprise Company to place approximately <br /> ten lots totalling approximately 1.6 acres of land at 3431 and 3451 Prospect Avenue and <br /> 4473-4563 Olivewood Avenue, developed with single-f~ily residences, generally s~tuated <br /> within the blocks bounded by Lemon and Fourteenth Streets and Olivewood and Prospect <br /> Avenues, in Zo~ RO and remove the same from Zone R-3.
