CITY OF RIVERSIDE CITY COUNCIL Minutes of: Date of Meeting: Time of Meeting: Place of Meeting: Regular Meeting of the City Council May 25, 1999 2 p.m. Council Chamber, City Hall Roll Call: CLOSED SESSIONS The Mayor and Councilmembers recessed to the City Council Board Room for closed sessions pursuant to (1) Government Code §54957 for performance evaluations of the City Manager and City Attomey; and (2) Government Code §54956.9 to confer with and/or receive advice from legal counsel concerning the claim of Delmer Miller and David Miller vs. City of Riverside, Riverside Police Department, et al. The Mayor and Councilmembers returned to the Council Chamber. PARKING, INDUSTRIAL DEVELOPMENT, AND ECONOMIC DEVELOP- MENT AUTHORITIES The City Council recessed for the purpose of sitting as the Parking Authority, the Industrial Development Authority, and the Economic Development Authority. There being no business to be conducted, the meetings were adjoumed; and the body reconvened as the City Council. PUBLIC HEAR1NGS AT 3 P.M. COMMUNITY DEVELOPMENT BLOCK GRANT CONSOLIDATED PLAN - 1999-2000 ONE YEAR ACTION PLAN 3 P.M.--Hearing was called to consider the Draft Consolidated Plan and the 1999- 2000 One-Year Action Plan for the allocation of U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG), Emergency Shelter Grants (ESG), Housing Opportunities for Persons With Aids (HOPWA), and HOME Investment Parmership Program funds. Several interested persons spoke on the matter. No written protests were presented. Following discussion, the public hearing was officially closed. The City Council (1) approved the CDBG funding for the Community Agencies and City Programs depicted in Attachment 1 of the written staff report, including the increase of $34,000 for the Fair Housing Council from Administrative Funds as recommended by the Community Development Advisory Committee (CDAC) and the City Council Finance Committee; (2) authorized the transfer of $195,000 from CDBG Economic Development Account 220-528200-453050 to Micro Loan Program Account 220- 528200-453128 to provide funding to Community Investment Corporation (CIC) for the small business loan program; (3) increased estimated revenue in Principal Economic Development Lo~ns Account 220-0-374100 in the amount of $155,000, appropriated $105,000 to Micro Loan Program Account 220-528200-453128 and $50,000 to the Mission Village Debt Service Account to provide the balance of funds for the CIC small business loan program and the shortage for the Section 108 Mission Village Loan repayment obligation; (4) authorized the City Attorney's Office to prepare the standard CDBG Agreements by and between the City of Riverside and the Community Agencies and in the amounts noted in Attachment 1 COUNCILMEMBERS B M E O A O T R Y E DKCTP EALHE F NI OA E E F M R N F P S B OSO A RON U DN G H WARDS I 2 3 4 5 6 7 Present XXXXXAX 84-342
