<br />The Minutes of the Meetings of October 8, 1991, were approved as submitted.
<br />
<br />The Chair recognized the presence in the audience of Sam Digati representing the Arling-
<br />ton Chamber of Commerce, Marjorie von Pohle representing the La Sierra Chamber of Com-
<br />merce, Carol Peck representing the Magnolia Center Chamber of Comerce and Andy Myers
<br />representing the Hunter Park-Northside Chamber of Commerce.

<br />CONSENT CALENDAR
<br />The following items, presented to the City Council on the Consent Calendar for considera-
<br />tion, were approved by one motion affirming the actions appropriate to each item; with
<br />the exception of the report from the Parking, Traffic and Streets Commission regarding
<br />parking regulation on Van Buren Boulevard from Magnolia Avenue to California Avenue which
<br />was removed.

<br />BOARD OF ADMINISTRATIVE APPEALS AND ZONING ADJUSTMENT

<br />ZONING CASE V-31-912 - BI~TCHER RIVERSIDE MARKETPLACE PARTNERS, INC. - 2973 TENTH
<br />A communication was presented from the Board of Administrative Appeals and Zoning Ad-
<br />justment advising that, on September 9, 1991, the Board, contrary to the Planning De-
<br />partment's recommendation and.by a vote of 5 ayes to 0 noes, approved subject to condi-
<br />tions the request of Birtcher Riverside Marketplace Partners, Inc., Zoning Case V-31-912,
<br />for the following minor variance to construct an approximately 5,087-square-foot indus-
<br />trial building at 2973 Tenth Street, situated on the northeast side of Tenth Street
<br />northwesterly of Park Avenue, located within the Marketplace Specific Plan Planning Area,
<br />in Zone P, tentative Zone M-i: to allow a metal building within the Marketplace Spe-
<br />cific Plan Planning Area where no prefabricated or metal buildings are permitted; and de-
<br />termined that the proposal would not have a significant adverse effect on the environ-
<br />ment. The Planning Department recommended denial of the minor variance. The Board's
<br />recommendation was upheld by the City Council.

<br />TRACT MAP 23391 - SOUTHERLY SIDE GRAND BETWEEN CARLINGFORD AND RUBIDOUX - RESOLUTION
<br />The Faithful Performance Bond of Otis L. Lacy and James Sun, as principal, and American
<br />Motorists Insurance Company, as surety, in the amount of ~167,000; together with the
<br />Labor and Material Bond, executed by the principal and surety as listed above, in the
<br />amount of ,83,500; together with their Agreement guaranteeing the completion of streets,
<br />curbs, gutters, and all other improvements described on the Final Map of Tract 23391, lo-
<br />cated on the southerly side of Grand Avenue between Carlingford and Rubidoux Avenues,
<br />were approved and accepted.

<br />Resolution No. 17874 of the City Council of the City of Riverside, California, Accepting
<br />the Official Map of Tract 23391, consisting of two sheets, inl the City of Riverside,
<br />County of Riverside, California, being a subdivision of a portion of Lot 265 of the cor-
<br />rected map of Additions to Maps of the Riverside Land and Irrigation Co. Map, on file in
<br />Book 4, Page 75, of Maps, Records of Riverside County, California; together with the
<br />streets and easements as shown thereon; together with any variances as to lot area,
<br />building area or yard requirements approved by the Planning Commission; and authorizing
<br />the City Clerk to attest said Map, was presented; and the title having been read, and
<br />further reading waived by the unanimous consent of Councilmembers present, was adopted.
