The Grantee Perfomance Report details <br />the status of funds and progress for all current Co~unity Development Block Grant Pro- <br />grams. A ~itten report was presented from the City Manager and the Assistant Director/ <br />Co~unity Development and Neighborhood Conservation, concurred in by the Development Di- <br />rector, the Fi~nce Director and the Assistant City Manger-Development, recommending <br />that the City Council (1) receive and file the 1990-91 Grantee Perfo~ance Report; and <br />(2) authorize the Mayor to sign the report on behalf of the City of Riverside for su~it- <br />tal to the Department of Housing and Ur~n Development. No one was present ~shing to <br />speak on the matter. No written protests were presented. The public hearing was offi- <br />cially closed, and the reco~endations were approved as presented. <br /> <br />CASE VAC-16-901 - VACATION OF VARIOUS STREETS, ALLEYS AND PORTIONS OF RIGHTS-OF-WAY <br />WITHIN PHASE 1 OF RIVERSIDE MARKETPLACE SPECIFIC PLAN - CONTINUED <br />3 P.M.--Hearing was called on Resolution No. 17836, adopted on August 20, 1991, to con- <br />sider the proposed vacation of approximately 13 streets, two alleys and portions of <br />rights-of-way along Vine Street within Phase 1 of the Riverside Marketplace Specific <br />Plan, bounded by the 91 Freeway to the west, the Atchison, Topeka and Santa Fe Railroad <br />tracks to the east, Third Street to the north and Fourteenth Street on the south. The <br />vacations proposed are as follows: (1) a portion of Thirteenth Street between Vine <br />Street and the A.T.& S.F. Railroad tracks; (2) a portion of Twelfth Street between the <br />91 Freeway and the A.T.& S.F. Railroad tracks; (3) a portion of Eleventh Street between <br />the 91 Freeway and Salt Lake Avenue; (4) Salt Lake Avenue between Eleventh Street and <br />Tenth Street; (5) Subway Street between Salt Lake Avenue and Vine Street; (6) a portion <br />of Tenth Street between Mulberry Street and the A.T.& S.F. Railroad tracks; (7) a por- <br />tion of Ninth Street between Vine Street and the A.T.& S.F. Railroad tracks; (8) a por- <br />tion of Santa Fe Avenue between Tenth Street and University Avenue; (9) a portion of <br />Santa Fe Avenue between University Avenue and Seventh Street; (10) a portion of Sixth- <br />Street between the 91 Freeway and the A.T.& S.F. Railroad tracks; (11) a portion of <br />Fifth Street between the 91 Freeway and the A.T.& S.F. Railroad tracks; (12) a portion <br />of Fourth Street approximately 180 feet in length beginning at the 91 Freeway and pro- <br />ceeding easterly; (13) a portion of Vine Street between Sixth Street and Third Stre+et; <br />(14) an alley running east to west between Fourteenth Street and Thirteenth Street east- <br />erly of Vine Street; (15) an alley running east to west between the 91 Freeway and the <br />A.T.& S.F. Railroad tracks; and (16) various portions of public right-of-way along Vine <br />Street, Case VAC-16-901. As heretofore directed by the City Council, the minutes of the <br />City Planning Commission pertaining to this case are on file and are a part of the evi- <br />dence submitted at this hearing, whether or not any portion thereof is read or dis- <br />cussed. The communication from the City Planning Commission stated that the Commission, <br />by a vote of 6 ayes to 0 noes and 1 abstention, approved the vacations listed in the <br />conditions of approval attached to the communication; and determined that the proposed <br />vacations would not have a significant adverse effect on the environment. Principal <br />Planner Gutierrez presented departmental recommendations, together with maps of the <br />area; and advised that the applicant will be withdrawing the requested vacation of Santa <br />Fe Avenue between Ninth Street and University Avenue and of Ninth Street from Santa Fe <br />Avenue to the Railroad tracks; and further advised that the request for vacation of Vine <br />Street between Sixth Street and Third Street has already been withdrawn. Mr. Gutierrez <br />also stated that, based on public testimony received at the Planning Commission hearing <br />and circulation needs in the area, Tenth Street needs to remain open in order to provide <br />a quality circulation system in the area; and answered questions from the City Council. <br />Mr. Lee Redmond, Birtcher Riverside Marketplace Partners, Inc., discussed their proposal <br />and presented copies of letters from the County of Riverside General Services Agency, <br />Building Services Department, and the law firm of Reid & Hellyet representing the Latimer <br /> <br />77-109 <br /> <br /> <br />
