<br /> on July 24, 1991, the Co~ission, ~ a vote of 7 ayes to 0 noes, dete~i~d t~t, al-
<br /> though the proposal of the City of Riverside to ~den approximately 900 feet of Indiana
<br /> Ave~e generally between Myers Street and a point 400 feet westerly of the Indiana Ave-
<br /> nue and Van Buren Boulevard tn;er~ection could ~ve a significant effect on the endton-
<br /> merit, there will not ~ a significant effect in this case tf ce~n mitigating measures
<br /> are agreed to by the applicant and are required as pa~ of the conditions of approval of
<br /> the project; and recovered that the City Council adopt a Mitigated Negative Declara-
<br /> tion, ~se EPC-61-901. The Co~ssion's flndt~ was upheld by the City Council; and the
