RIVERSIDE PUBLIC UTILITIES <br />Board Memorandum <br />BOARD OF PUBLIC UTILITIESDATE <br />:MARCH 14, 2016 <br />ITEM NO <br />: 7 <br />File ID –16-0749–Consent <br />SUBJECTREIMBURSEMENTUTILITY AGREEMENT NO. 23786 BETWEEN CITY OF RIVERSIDE <br />: <br />AND SAN BERNARDINOCOUNTY TRANSPORTATION COMMISSION (SANBAG) TO <br />RELOCATE AND PROTECT EXISTING TRANSMISSION MAIN AT NEW BARTON <br />ROAD OFFRAMP FOR $585,000 PLUS CONTINGENCY <br />ISSUE <br />: <br />The item forBoard of Public Utilities consideration is approval ofreimbursement Utility Agreement No. <br />23786 with the San Bernardino County Transportation Commission for the utility relocation of City of <br />Riverside Public Utilities facilities within the project area of SANBAG’s Barton Road Bridge Extension at <br />the Interstate 215freeway. <br />RECOMMENDATIONS <br />: <br />That the Board of Public Utilitiesrecommend that the City Council: <br />1.Approve the reimbursement Utility Agreement No. 23786 between City of Riverside and <br />SANBAG for the relocation of City of Riverside Public Utilities (RPU) facilitiespertaining to <br />SANBAG’s Barton Road Bridge Extension project; and <br />2.Authorize theCity Manager, or his designee,to execute any amendments to Utility Agreement <br />No. 23786to increase either the reimbursable amount or the term of the agreement. <br />BACKGROUND <br />: <br />San Bernardino County Transportation Commission (SANBAG), in cooperation with Caltrans, the City of <br />Grand Terrace and the City of Colton, will be constructing improvements to the Interstate 215 (I- <br />215)/Barton Road interchange to relieve traffic congestion. The proposed project is located in the City of <br />Grand Terrace and partially in the City of Colton in San Bernardino County, on Barton Road. The project <br />construction limits extend from approximately 0.3 mile (mi) west of I-215 to 0.4 mi east of I-215, and <br />approximately 0.6 mi south of Barton Road to 1.7 mi north of Barton Road on I-215. <br />The project scope includes rebuilding the Barton Road Bridge, and constructing a traffic circle west of I- <br />215. As part of rebuilding the Barton Road interchange, the northbound I-215 freeway off-ramp right-of- <br />way (ROW) will be extended easterly, crossing over RPU’s existing 48-inch diameter water supply main. <br />This supply main is one of two major pipelinesproviding water to the City of Riverside. In order that <br />RPU’s water line is adequately protected, approximately 130 feet of relocated 48-inch pipe and 60 feet of <br />new steel casing will be constructed.Utility Agreement Number 23786 contains terms for the proposed <br />utility relocation work; the estimated cost of this workis $585,000and construction is anticipated to be <br />done during the fall and winter of 2016/17. <br />Design, construction, inspection and contract administration of the utility relocation work will be <br />performed by RPU and will be reimbursed by SANBAG. The estimated costof the utility relocation work <br />is estimatedat $585,000. <br />Page 55 <br />
