Mayor Loveridge announced the death of Art Pick, Chief Executive Officer of the Greater Riverside Chambers of Commerce. PARKING, INDUSTRIAL DEVELOPMENT, AND ECONOMIC DEVELOP-MENT AUTHORITIES The City Council recessed for the purpose of sitting as the Parking Authority, the Industrial Development Authority, and the Economic Development Authority. There being no business to be conducted, the meetings were adjourned; and the body reconvened as the City Council. PUBLIC HEARINGS AT 3 P.M. ANNUAL COST CONTROL STUDY - RESOLUTION - ORDINANCES INTRO. 3 P.M.--Hearing was called to receive oral and written presentations relative to the proposed adoption of a fee resolution or resolutions for fees to be charged by various City departments for regulations, products or services, including but not necessarily limited to Community Development Services. No one was present wishing to speak on the matter. No written protests were presented. Following discussion, the public hearing was officially closed. The City Council (1) introduced an ordinance revising Section 3.30.030 establishing a recovery level for the services introduced; (2) introduced an ordinance revising Section 13.12.070 to provide for permit expiration as requested in the written staff report; and (3) adopted a resolution establishing a schedule of fees and charges for various City services (a.k.a. Fees and Charges Resolution) and repealing Resolution No. 19259 and all amendments thereto, all to be effective July 1, 1999; whereupon, ordinances entitled, "An Ordinance of the City of Riverside, California, Amending Section 3.30.030 of the Riverside Municipal Code Relating to Fees and Service Charges by Amending Subsection A. to Revise Certain Service Designations, to Provide for the Revised Percentage of Cost Recovery for Certain City Services and to Establish the Cost Recovery Levels for Other City Services Not Previously Established, All in Response to the Annual Cost Control Study," and "An Ordinance of the City of Riverside, California, Amending Chapter 13.12 of the Riverside Municipal Code By Replacing, In Its Entirety, Section 13.12.070 to Place a One Year Expiration Date on Certain Excavation Permits," were presented and introduced. Further, Resolu-tion No. 19476 of the City Council of the City of Riverside, California, Establishing a Schedule of Fees and Charges For City Services, and Repealing Resolution No. 84-306
